1. The Presidential Council for the Implementation of Priority National Projects (hereafter referred to as the Council) is a presidential consultative body established to facilitate cooperation between the federal, regional and local bodies of state power, public organisations, academic and other organisations in the examination of issues pertaining to the implementation of priority national projects.
2. The Council’s activities shall be governed by the Constitution of the Russian Federation, federal laws, presidential decrees and orders, and by the present statute.
3. The statute on the Council and its membership shall be approved by the President of the Russian Federation.
4. The Council’s primary missions are:
To draw up and present to the President of the Russian Federation proposals for priority national projects and measures for their implementation;
To examine the conceptual basis, aims and objectives of priority national projects and to define the means, forms and stages of their implementation;
To analyse the practical implementation of priority national projects and draft proposals for improving project implementation.
5. In order to fulfil the above missions, the Council has the right to:
Request and receive, in accordance with the due procedures, the necessary materials from the federal, regional and local bodies of state power, public organisations, academic and other organisations and also from state officials;
Invite to its meetings officials representing the federal, regional and local bodies of state power and representatives of public organisations, academic and other organisations;
Send its representatives to take part in meetings, conferences and seminars on issues related to the development and implementation of priority national projects organised by the federal, regional and local bodies of state power, public organisations, academic and other organisations;
Obtain the participation, in accordance with the due procedures, of academic and other organisations and of scientists and specialists, including on a contractual basis, for the purpose of carrying out information-analysis and expert work;
Use, in accordance with the due procedures, the data bases of the Presidential Executive Office and the federal bodies of state power.
6. The Council’s membership shall include the chairman, first deputy chairman, deputy chairmen, the secretary and the council members, all of whom shall take part in the Council’s activities on a voluntary, non-paid basis.
The President of the Russian Federation shall chair the Council.
7. In accordance with its primary missions, the Council shall form inter-agency working groups for each priority national project made up of Council members and representatives of bodies and organisations not part of the Council membership.
The chairman of the Council shall decide on the heads and membership of the working groups.
8. A Council Presidium shall be formed to decide ongoing matters regarding the Council’s activities. The Presidium shall be made up of the first deputy chairman of the Council, the deputy chairmen, the Council secretary and the following Council members: the chairmen of the State Duma and the Federation Council, the presidential aides, the relevant federal ministers and the heads of the presidential directorates.
9. The Council’s Presidium shall:
Propose items for discussion at the Council’s meetings;
In accordance with the Council’s primary missions, establish standing and interim working groups made up of Council members and representatives of bodies and organisations not part of the Council’s membership for the purpose of carrying out analytical and expert work, define the areas of activity for these working groups (commissions) and confirm the appointment of their heads;
Decide organisational and other matters concerning the involvement of academic and other organisations and scientists and other specialists, including on a contractual basis, for the purpose of carrying out information-analysis and expert work;
Examine issues concerning the implementation of the Council’s decisions, including issues regarding the activities of the inter-agency working groups.
The Presidium’s decisions are set out in a protocol that shall be signed by the Presidium member chairing the Presidium meeting.
10. The Council secretary shall prepare and organise meetings of the Council and the Council Presidium and also settle day-to-day matters regarding the Council’s work.
11. The Council shall meet at least once every six months. If necessary, it can hold extraordinary sessions.
The chairman of the Council shall chair the Council sessions, or shall delegate this responsibility to the first deputy chairman, one of the deputy chairmen or one of the Council members.
The Council’s sessions are considered legally empowered if at least half the members of the Council are present. Council decisions shall be made by majority vote of the Council members present and shall be set out in a protocol to be signed by the Council’s chairman or by the Council member chairing the meeting.
Presidential decrees, orders and instructions can be issued in order to carry out the implementation of the Council’s decisions.
The opinions of Council members voting against decisions approved by the majority shall be set out in writing and attached to the Council decision concerned.
12. The first deputy chairman of the Council and the deputy chairmen of the Council shall be responsible for overseeing enforcement of decisions by the Council and the Council Presidium.
13. The Council’s decisions shall be sent to the President of the Russian Federation, the Government of the Russian Federation, the Federation Council, the State Duma and the regional bodies of state power.
14. The Presidential Executive Office shall be responsible for ensuring the organisational and technical aspects of the Council’s activities.
