Today the Security Council chaired by the President took additional measures to improve the strategic planning system.
Special attention was paid to the need to improve the efficiency of government agencies in the balanced process of reaching goals both in national security and in the socioeconomic development of the country.
In this regard, the Security Council reviewed and approved the draft Basic Principles of State Policy on Strategic Planning in the Russian Federation.
The draft Basic Principles will be finalised and submitted for approval to the President in November 2021.
Its preparation was initiated by the President and involved government agencies, the research and expert community, and civil society institutions.
The draft sets out a clear architecture of documents related to strategic planning and outlines the order of their development and adjustment. It concerns documents of the federal, regional and local levels.
At the same time, the development and implementation of forecasts, concepts, strategies, programmes and plans will be based on contemporary analysis methods and modelling with regard to the prompt detection of threats to national security and risks to socioeconomic development. In addition, plans call for the creation of an integrated digital analytical platform for strategic planning.
