We, the Member States of the Association of Southeast Asian Nations (ASEAN) and the Russian Federation, gathered in Kazan, the Russian Federation, on 18 June 2026 (“Kazan Summit”) to commemorate the 35th Anniversary of ASEAN-Russian Federation Relations;
RECOGNISINGnotableachievements since the establishment of relations between ASEAN and the Russian Federation in 1991 across a wide range of areas, including political dialogue and security, trade and economic cooperation, science, information and communication technologies, energy and transport, agriculture and food security, tourism, cultural cooperation, and people-to-people exchanges;
RECALLINGthe Joint Declaration of the Heads of State/Government of the Member Countries of the ASEAN and the Head of State of the Russian Federation on Progressive and Comprehensive Partnership (2005) and the Joint Statement of the 3rd ASEAN-Russian Federation Summit on Strategic Partnership (2018);
AFFIRMING a common aspiration, amid increasingly complex global challenges arising from geopolitical and geo-economic shifts, towards a just multipolar world as guided by international law and the principles of the UN Charter to promote mutual benefit and respect for all states;
REAFFIRMING our commitment to the purposes and principles of the Charter of the United Nations in its entirety;
CONTINUING to support ASEAN Centrality in the open, transparent, and resilient regional architecture in accordance with shared values and norms, including those enshrined in the Charter of the United Nations, the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), Declaration of the East Asia Summit on the Principles for Mutually Beneficial Relations, and international law to promote peace, stability, prosperity, and cooperation in the region;
UPHOLDING respect for different languages, cultures, heritage, and traditions, while appreciating the ASEAN Way to strengthen unity in diversity;
RECOGNISINGthat the Kazan Summit marks a significantmilestone in the partnership between ASEAN and the Russian Federation, andacknowledging that the enhanced cooperation between ASEAN and the Russian Federation will serve the immediate and long-term interests of both sides and the entire region;
Do hereby declare to:
1. Reaffirm our friendship, mutual trust and respect as well as a common vision for the peaceful, stable and secure future of the wider Asia-Pacific, the Indian Ocean, and Eurasia region;
2. Promote our shared interests in ensuring that the open, inclusive and ASEAN-centredregional architecture continues to fosterpeace, security, stability and prosperity;
3. Uphold high-level engagements, including ASEAN-Russia Summits and ASEAN Post-Ministerial Conferences with the Russian Federation, which serve to further advance the ASEAN-Russia Strategic Partnership;
4. Strengthen dialogue on security matters to better address traditional and non-traditional security challenges;
5. Promote closercooperation and joint practical initiativesthrough ASEAN-led mechanisms, such as the East Asia Summit (EAS), ASEAN Regional Forum (ARF), the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) as well as the Expanded ASEAN Maritime Forum (EAMF);
6. Foster maritime cooperation, as well as promote security, safety, and stability, peaceful resolution of disputes, freedom of navigation and overflight and unimpeded commercein accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS); enhance research activities with regard to biodiversity and sustainable use of marine resources, address challenges such as sea piracy, armed robbery against ships and threats to critical underwater infrastructure (CUI); and explore the possibility of establishing a dialogue mechanism;
7. Strengthen regionalbiological safety and security aimed at preventing and reducing public health hazards caused by infectious diseases and pandemics, climate change, urbanization, ecological shifts and potential bioterrorism and to that end explore establishing a dialogue between ASEAN and Russia to facilitate coordination on tackling existing and potential biosecurity threats;
8. Strengthen and support capacity-building and sharing best practices, as well as explore further cooperation on combatting transnational crimes, including those with the use of information and communication technologies (ICTs), on the basis of mutual interest;
9. Endeavour to intensify efforts to enhance trade and investment, including in services, in accordance with the Agreement between the Governments of the Member Countries of the ASEAN and the Government of the Russian Federation on Economic and Development Cooperation (2005) to bring economic benefits to the people of the ASEAN Member States and the Russian Federation;
10. Deepen cooperation in key sectors includingenergy and food security, transport and logistics, agriculture, digitalisation, science and technology, including artificial intelligence, tourism and creative industries;
11. Promote and implement practical cooperation in the four priority areas identified in the ASEAN Outlook on the Indo-Pacific (AOIP), namely maritime cooperation, connectivity, UN Sustainable Development Goals (SDGs) 2030, and economic cooperation and other possible areas of cooperation, to complement the ASEAN Community building process as well as to develop and enhance strategic trust and mutually beneficial cooperation between ASEAN and Russia;
12. Emphasise the practical value and importance of connecting the connectivities of the widerAsia-Pacific, the Indian Ocean, and Eurasia regionthrough fostering practical cooperation for mutually reinforcing development and increasingefforts to develop infrastructure and people-to-people connectivity;
13. Support the strengthening of partnership between ASEAN and EAEU, and ASEAN and SCO, as mutually agreed;
14. Enhancecooperation in the field of education by expanding professional training programmes, ASEAN and Russian scholarships, opportunities for academic and studentexchanges, language courses as well as by promoting vocational training programmes;
15. Facilitate people-to-people and youth exchanges,and promote youth empowerment, while recognising the profound importance of the meaningful and valuable participation of youth in shaping the future generations, including through working towards the establishment of ASEAN-Russia Senior Officials’ Meetings on Youth;
16. Strengthen cultural collaboration in accordance with the Agreement on Cultural Cooperation between the Governments of the Member States of the Association of Southeast Asian Nations and the Government of the Russian Federation (2010)with a focus on traditional culture, customs, eco-tourism, and the appreciation and preservation of cultural heritage, arts, and sports.
COMMEND the successful implementation of the Comprehensive Plan of Action to Implement the ASEAN and the Russian Federation Strategic Partnership (2021–2025) and endorse the Comprehensive Plan of Action to Implement ASEAN-Russian Federation Strategic Partnership (2026–2030) with a viewto further advancing and expandingmultifaceted andmutually beneficial collaboration.
ADOPTEDin Kazan, the Russian Federation, on the Eighteenth of June in the Year Two Thousand and Twenty-Six (“Kazan Summit”) to commemorate the 35th Anniversary of ASEAN – Russian Federation Relations.
