Joint statement of ASEAN and the Russian Federation on energy cooperation

We, the Member States of the Association of Southeast Asian Nations (ASEAN) and the Russian Federation, gathered in Kazan, the Russian Federation, on 18 June 2026 (“Kazan Summit”) to commemoratethe 35th Anniversary of ASEAN – Russian Federation Relations;

REAFFIRMING ASEAN-Russia strategic partnership, grounded in the purposes and principles of the Charter of the United Nations and international law, the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), support for ASEAN Centrality, and the shared commitment to peace, stability, resilience, and sustainable development;

NOTING with appreciation the progress achieved over 35 years of cooperation, which provides a strong foundation to deepen collaboration, particularly in energy security and sustainability;

RECALLING that energy has long been recognised as a priority area of ASEAN-Russia cooperation and WELCOMING the cooperative activities implemented thus far, including within the ASEAN-Russia Work Plans on Energy Cooperation as well as the Comprehensive Plan of Action (2021–2025);

RECOGNISING that secure, affordable, reliable, and sustainable energy systems are critical to growth, resilience, and the implementation of the ASEAN Community Vision 2045;

EXPRESSING CONCERN over rising global energy insecurity driven by geopolitical tensions, supply chain disruptions, and market volatility, with direct implications for regional stability, economic resilience, and sustainable development;

UNDERSCORING the urgency of strengthening energy security through enhanced connectivity, resilient value and supply chains, promotion of open, transparent, inclusive and competitive markets, and supporting the energy transition while taking into account different national circumstances, needs and priorities, including through diversification of energy sources and efficient use of all fuels and advanced technologies, protection and strengthening resilience of critical energy infrastructure, maintaining secure and open sea lanes, as well as ensuring freedom of navigation in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS) in order to minimise disruptions to regional and global energy trade flows;

SUPPORTING ASEAN’s priorities under the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030, including energy security and resilience, emergency preparedness, regional connectivity, and low-carbon transition;

ACKNOWLEDGING Russia’s role as a major energy partner with relevant expertise across conventional and emerging energy sectors;

RESOLVING to elevate energy cooperation as a strategic pillar of ASEAN–Russia relations through practical, results-oriented collaboration.

WE HEREBY AGREE TO:

1. Strengthen cooperation to secure and diversify energy supply, including through expanding trade, investment, and long-term commercial partnerships in oil, gas, liquefied natural gas (LNG), and electricity, consistent with relevant market principles, national frameworks and legislation;

2. Strengthen crisis preparedness and resilience through enhanced coordination, information sharing and joint studies, and explore cooperation on improving strategic reserve and stockpiling practices;

3. Expand cooperation in energy transition by scaling up cooperation in renewables including hydro- and bioenergy, hydrogen, nuclear energy, natural gas and LNG, fossil fuels with abatement and removal technologies, energy efficiency, and low-carbon technologies through joint projects, innovation,capacity building,and technological cooperation;

4. Identify mutually-agreed areas of civilian nuclear cooperation, where appropriate, in accordance with international safety, safeguards and non-proliferation standards, including emerging technologies such as civilian nuclear energy, small modular reactors, regulatory capacity, safety management and emergency preparedness and response;

5. Enhance connectivity and infrastructure by supporting ASEAN-led initiatives such as ASEAN Power Grid (APG), Trans-ASEAN Gas Pipeline (TAGP), and ASEAN Framework Agreement on Petroleum Security (APSA), alongside exploring joint feasibility studies and investment in energy transport and storage, consistent with relevant national frameworks and legislation;

6. Align relevant ASEAN-Russia cooperation frameworks with APAEC 2026–2030, taking into account global energy trendsand national circumstances and priorities to ensure relevance and impact;

7. Deepen institutional linkages through regular high-level dialogue, knowledgeexchanges, joint research, and capacity building, including improved energy data and analytics, as well as foster people-to-people and academic exchanges, joint training programs for energy specialists, and sharing of best practices in energy policy and technology to build long-term human and institutional capacity;

8. Strengthen collaboration in relevant regional and international fora, including through ASEAN-led mechanisms, to enhance regional energy security and resilience, while maintaining open, inclusive, and sustainable energy cooperation.

REAFFIRM the shared commitment to continue promoting further cooperation and encourage joint initiatives in the field of energy in conformity with the Comprehensive Plan of Action to Implement ASEAN-Russian Federation Strategic Partnership 2026–2030 and ASEAN-Russia Energy Work Plan 2026–2030;

ADOPTED in Kazan, the Russian Federation, on the Eighteenth of June in the Year Two Thousand and Twenty-Six (“Kazan Summit”) to commemoratethe 35th Anniversary of ASEAN – Russian Federation Relations.
