This Comprehensive Plan of Action (CPA) builds upon the significant achievements made in the relations between ASEAN and Russia and the successful implementation of the Comprehensive Plan of Action (CPA) to Implement the Association of Southeast Asian Nations and The Russian Federation Strategic Partnership (2021–2025), Joint Statement of the 3rd ASEAN-Russian Federation Summit on Strategic Partnership in 2018 and other related documents. It will serve as a guiding document to further strengthen ASEAN-Russia cooperation in areas of mutual interest, bringing tangible benefits to our peoples, as well as contributing to the promotion of peace, stability, prosperity and sustainability in the region. This CPA will also contribute to the promotion of the ASEAN Community building and integration including the implementation of the ASEAN 2045: Our Shared Future, and to the Russian Federation’s implementation of the National Development Goals of the Russian Federation until 2030 and for the period of 2036. This CPA also affirms Russia’s support for ASEAN Centrality in the evolving regional architecture and all ASEAN-led mechanisms and fora, as well as the important role of the ASEAN-Russia Strategic Partnership in maintaining peace and stability in Asia-Pacific.
This CPA calls for strengthening existing ASEAN-Russia mechanisms by improving coordination, monitoring, and review processes, as appropriate, to ensure the effective and timely implementation of its action lines.
ASEAN and Russia hereby endeavour to pursue cooperation in the following priority areas through the corresponding activities, in conformity with their obligations under international law and in accordance with their domestic laws, regulations and policies, on the basis of equal benefit and opportunity for ASEAN and Russia.
1. Political and Security Cooperation
1.1. Political-Security
1.1.1. Continue ASEAN-Russia high-level engagement, comprehensive dialogue and cooperation activities through the existing international and regional mechanisms to maintain a politically peaceful and stable region, as guided by international law and the principles of the UN Charter;
1.1.2. Deepen cooperation between ASEAN and Russia within the relevant ASEAN-led mechanisms, in particular the East Asia Summit (EAS), ASEAN Regional Forum (ARF), ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus), through active, inclusive, full, equal, effective and constructive participation with a view to enhancing ASEAN Centrality and the effectiveness of these mechanisms;
1.1.3. Continue to support ASEAN Centrality in the regional architecture in accordance with international law,shared values and norms, including those enshrined in the Charter of the United Nations, the ASEAN Charter, the Treaty of Amity and Cooperation in Southeast Asia (TAC), Declaration of the East Asia Summit on the Principles for Mutually Beneficial Relations, as well as other ASEAN established principles to promote peace, stability, prosperity, and cooperation in the region;
1.1.4. Promote the purpose and principles of the TAC as well as the importance of all High Contracting Parties (HCPs) to fulfil, in good faith, their obligations under the Treaty while continuing to enhance the significanceand visibility of the TAC in the region and beyond including by exploring cooperation between the HCPs and participation in the Conference of the HCPs to the TAC;
1.1.5. Explore further dialogue andpractical cooperation on the issues of mutual interest between ASEAN and the Shanghai Cooperation Organization (SCO), in particular through the implementation of the Memorandum of Understanding between the ASEAN Secretariat and the SCO Secretariat of 2005, including in the priority areas of counter-terrorism, drugs and narcotics control and fighting other transnational crimes;
1.1.6. Strengthen the existing mechanisms for consultation and cooperation between ASEAN and Russia including convening ASEAN-Russia Summits, ASEAN Post-Ministerial Conference with Russia, ASEAN-Russia Senior Officials’ Meeting, ASEAN-Russia Joint Cooperation Committee and other working mechanisms of ASEAN-Russia Dialogue Partnership as well as continue further engagement between Ambassadors of ASEAN Member States and Russia in third countries as appropriate;
1.1.7. Continue to engage through the ASEAN-Russia Consultations of the High Representatives for Security Issues as an informal platform facilitating the exchange of international security information, expertise and best practices in addressing traditional and non-traditional threats and challenges;
1.1.8. Promote cooperation and encourage joint initiatives on security of and in the use of information and communication technologies (ICTs) within the framework of the ASEAN-Russia Dialogue on ICT Security-Related Issues in accordance with the Statement of ASEAN and the Russian Federation on Cooperation in the Field of Security of and in the Use of Information and Communication Technologies adopted in 2018 as well as the Work Plan on the Activities in the Main Areas of Cooperation under ASEAN-Russia Dialogue on ICT Security-Related Issues once it is finalised;
1.1.9. Explore the possibility of joining and implementing the UN Convention against Cybercrime, which underscores ASEAN’s and Russia’s shared commitment to strengthening international cooperation on this matter;
1.1.10. Continue dialogue between ASEAN and the Russian Federation Defence Ministers, including through the ADMM-Plus on practical cooperation and activities, subject to ADMM’s approval, and based on mutual consensus, such as joint exercise and training, organizing academic discussions, and cooperation between defence-related think tanks;
1.1.11. Enhance practical cooperation within the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) and its Experts’ Working Groups (EWG) particularly in the areas of maritime security, military medicine, counter-terrorism, humanitarian assistance and disaster relief, peacekeeping operations, humanitarian mine action, and cybersecurity;
1.1.12. Work closely to further strengthen the EAS, with ASEAN as the driving force, as a premier Leaders-led forum, for dialogue on broad strategic, political and economic issues of common interest and concern with the aim of promoting peace, stability and economic prosperity in the region, including through multilateral consultations on the regional security architecture, based on universally recognized rules and principles of international law, mutual trust and respect, and cooperate through regular engagement among the Group of the EAS Participating Countries’ Ambassadors to ASEAN in Jakarta on the implementation of Leaders’ statements, declarations, decisions, and initiatives;
1.1.13. Enhance cooperation in the framework of the ARF to promote confidence building measures and preventive diplomacy, including in the areas of disaster management and relief, counter terrorism and transnational crime, security of and in the use of ICTs, maritime safety and security, non-proliferation and disarmament, peacekeeping operations and defence dialogue and cooperation, and support ASEAN’s central and active role in the ARF processes;
1.1.14. Promote cooperation in addressing the humanitarian aspects of mines, including landmines and other explosive remnants of war issues in the region, through the ADMM-Plus Experts’ Working Group (EWG) on Humanitarian Mine Action and the ASEAN Regional Mine Action Center (ARMAC);
1.1.15. Strengthen cooperation to ensure and promote women’s equal, full, effective and meaningful participation and leadership in peacekeeping efforts in line with the EAS Plan of Action 2024–2028, the Joint Statement by the ADMM-Plus on Women, Peace and Security (2023) and Joint Statement on Promoting the Women, Peace and Security Agenda at the ASEAN Regional Forum (2019);
1.1.16. Advance constructive cooperation at the United Nations (UN) and its various specialised agencies on issues of mutual concern with a view to upholding international law and the purposes and principles of the UN Charter in its entirety, including through enhancing engagement between the Permanent Representatives to the UN of the ASEAN Member States and the Russian Federation;
1.1.17. Explore possible cooperation in various fora and relevant regional organisations on issues of common interest and concern;
1.1.18. Promote maritime cooperation, maritime security and safety, search and rescue, freedom of navigation and overflight, and other lawful uses of the seas, and unimpeded lawful maritime commerce, the exercise of self-restraint, the non-use of force or the threat to use force, and the resolution of disputes by peaceful means, in accordance with international law, including the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the latter of which sets out the legal framework within which all activities in the oceans and seas must be carried out, and the relevant Standards and Recommended Practices of the International Civil Aviation Organization (ICAO) and the relevant instruments and conventions of the International Maritime Organization (IMO);
1.1.19. Foster maritime cooperation to address challenges, such as sea piracy and armed robbery against ships, and ensure safety of critical underwater infrastructure and stability of global transport communications, including through research and development of marine resources, and explore the possibility of establishing a dialogue mechanism;
1.1.20. Promote cooperation between ASEAN and Russia within the Expanded ASEAN Maritime Forum (EAMF);
1.1.21. Intensify the on-going efforts of States Parties to the Treaty on the Southeast Asia Nuclear Weapon-Free Zone (SEANWFZ Treaty) and the Nuclear Weapon States to resolve outstanding issues pertaining to the signing and ratifying of the Protocol to that Treaty;
1.1.22. Continue dialogue on disarmament and non-proliferation issues including those related to Chemical, Biological and Nuclear Weapons and their means of delivery, biosecurity, the Prevention of an Arms Race in Outer Space (PAROS) and other related issues, including through ASEAN-Russia expert consultations;
1.1.23. Promote practical cooperation in the area of military medicine through the ASEAN Center of Military Medicine (ACMM) as mutually agreed, as well as support activities under the ADMM-Plus EWG on Military Medicine;
1.2. Counter-Terrorism and Transnational Crime
1.2.1. Enhance coordination and cooperation on combatting terrorism and transnational crime through the ASEAN Plus Russia Senior Officials’ Meeting on Transnational Crime (SOMTC + Russia) Consultation framework and its subsidiary mechanism, namely the ASEAN-Russia Joint Working Group on Counter-Terrorism (ARJWG on CT), to be guided by the ASEAN Plan of Action (PoA) in Combatting Transnational Crime (2026–2035), SOMTC + Russia Work Plan on Cooperation to Combat Transnational Crime (2025–2028) and other relevant documents;
1.2.2. Continue to strengthen cooperation in combating and addressing transnational crime, including through implementation of the relevant ASEAN-Russia, EAS, ARF statements as well as supporting ASEAN's implementation of the relevant ASEAN guiding documents;
1.2.3. Strengthen and support the capacity-building, share best practices and explore further cooperation on combatting transnational crime, counter-terrorism and foreign terrorist fighters, terrorist use of ICTs, and the financing of terrorism, as well as arms smuggling and supply of weapons to terrorists, on the basis of mutual interest, by developing appropriate programmes and activities such as trainings, conferences and workshops for legal, law enforcement and financial intelligence personnel under the existing ASEAN-Russia cooperation mechanisms;
1.2.4. Continue organising training courses on issues of common interest for law enforcement personnel by the relevant ASEAN and Russian agencies;
1.2.5. Exchange information on terrorist groupsand radicalised or extremist individuals, including, where appropriate, through the voluntary use of the International Counter-Terrorism Database administered by the Federal Security Service of the Russian Federation, their communication channels, as well as information on potential attacks and threats including possible acts involving chemical, biological, radiological or nuclear weapons;
1.2.6. Encourage cooperation on interfaith, and inter-cultural dialogues as well as the promotion of respect, tolerance and moderation and strengthening of social cohesion between and among peoples of ASEAN and Russia, through building a culture of peace to counter terrorism, address conditions conducive to its spread and prevent radicalization to violence, inter alia, to counter spreading terrorist and violent extremism conducive to terrorism ideology and propaganda;
1.2.7. Continue practical cooperation in combatting the cultivation, production, manufacture and trafficking of illicit drugs, as well as drug-related crimes, in accordance with the Statement of ASEAN and the Russian Federation on Cooperation against Illicit Drugs Trafficking (2021), as well as the ASEAN-Russia Work Plan on Drug-Related Matters (2025–2029) and its successor document, including through exchange of information and coordination under the ASEAN Plus Russia Senior Officials Meeting on Drug Matters (ASOD + Russia) Consultation;
1.2.8. Enhance international cooperation in combating terrorism and its financingin accordance with the UN Charter, relevant UN Security Council resolutions and the UN Global Counter-Terrorism Strategy;
1.2.9. Enhance cooperation between the intelligence services and law enforcement agencies of ASEAN Member States and Russia, including through the International Counter-Terrorism Database administered by the Federal Security Service of the Russian Federation and national computer incident response centres;
2. Economic Cooperation
2.1. Multilateral Organisations
2.1.1. Encourage cooperation between ASEAN andRussia within multilateral organizations;
2.1.2. Explore possible practical cooperation on issues of mutual interest between ASEAN and the Eurasian Economic Union (EAEU) based on Memorandum of Understanding between the Association of Southeast Asian Nations and the Eurasian Economic Commission on Economic Cooperation signed in 2018, and ASEAN and SCO based on Memorandum of Understanding between the Secretariat of the Association of Southeast Asian Nations and the Secretariat of the Shanghai Cooperation Organization signed in 2005;
2.1.3. Explore possible cooperation between ASEAN and BRICS on issues of mutual interest;
2.2. Trade and Investment
2.2.1. Strengthen engagements between Economic Ministers of ASEAN and Russia, and their Senior Economic Officials, through regular meetings to enhance ASEAN-Russia trade and investment, to support ASEAN economic integration and to strengthen regional resilience and supply chains. Meetings of ASEAN and EAEU representatives could be held on the sidelines of the said ASEAN-Russia economic activities;
2.2.2. Endeavour to implement the ASEAN-Russia Strategic Programme of Trade and Investment Cooperation 2026–2035 – the successor document of theASEAN-Russia Trade and Investment Cooperation Roadmap and ASEAN-Russia Trade and Investment Work Programme (2021–2025), aimed at increasing trade and investment opportunities and facilitating ASEAN-Russia business ties, including between Micro, Small and Medium Enterprises (MSMEs)as well as coordinating efforts for economic growth in line with the ASEAN Economic Community Strategic Plan 2026–2030 and the ASEAN 2045: Our Shared Future on the basis of equal benefit and opportunity for all parties;
2.2.3. Convene business missions and summits, dialogues, investment symposiums and other activities, to promote cooperation between the entrepreneurs of ASEAN Members States and Russia, establish contacts and exchange information on trade and investment opportunities including through ASEAN Business Advisory Council, ASEAN and Russian Federation’s Chambers of Commerce and Industry, Russia-ASEAN Business Council using, among others, the platform of ASEAN Business and Investment Summit and relevant business forums in ASEAN Member States and Russia, including St. Petersburg International Economic Forum, Eastern Economic Forum, International Economic Forum ”Russia – Islamic World: KazanForum“ and International Industrial Trade Fair INNOPROM in Ekaterinburg;
2.2.4. Promote cooperation between free and special economic zones, industry associations, and business communities of ASEAN Member States and Russia, including through business missions to free economic zones (FEZs) and special economic zones (SEZs) of ASEAN Member States and Russia;
2.2.5. Enhance cooperation on information exchanges and capacity building including through expert consultations, international conferences, workshops, seminars and sessions regarding experiences and best practices in policy and regulatory frameworks on trade and investment-related issues, including but not limited toinformation on tariff and non-tariff measures, as well as in the area of green technology, financial technology, and financial inclusion, digital economy and mutual settlements in national currencies;
2.2.6. Strengthen cooperation in the area of Micro, Small, and Medium Enterprises (MSME) development, and enable integration of MSMEs in global value chains, including by tapping on the potential of digital economy,encouraging their participation in trade fairs/expos, conferences, seminars, joint business missions, business-stakeholder engagements, business matching sessions and other business-related events;
2.2.7. Support regional cooperation and public-private partnership in the areas including human capital development and urban, rural and remote areas development between ASEAN Member States and Russia, promote networking initiatives among regional and municipal authorities, development agencies and businesses to facilitate exchanges in development practices through capacity building programmes and engagements including ASEAN-Russian Federation Dialogue Partnership Projects;
2.2.8. Explore the potential for business-to-business cooperation and public-private partnership in creative industries, including film, animation and game production, fashion, crafts and design by implementing mutual projects and organising conferences, exhibitions, presentations, showcases, business matching sessions and other events;
2.2.9. Promote and facilitate flows of foreign direct investment into ASEAN Member States and Russia through enhanced cooperation among investment promotion agencies, linkages between investors and local entrepreneurs, and ease of dissemination of information especially on rules, regulations and policies affecting investment, as well as create favourable environment to attract investment in sustainable projects;
2.2.10. Strengthen cooperation in the promotion of gender equality and women’s empowerment, including but not limited to the promotion of inclusive policies and programmes, empowerment of women in digital economy and financial inclusion, and support for the ASEAN Women Entrepreneurs Network (AWEN);
2.3. Finance
2.3.1. Endeavour to explore cooperation between ASEAN and Russia in the financial sector, including through dialogue and expert consultations in relevant areas, on a voluntary and mutually agreed basis, and in accordance with domestic laws, regulations, and priorities;
2.4. Energy
2.4.1. Continue ASEAN-Russia cooperation in energy including through regular consultation between ASEAN Senior Officials’ Meeting on Energy and Russia on the basis of the ASEAN-Russia Energy Work Plan 2026–2030 and its successor documents, taking into account, among others, the ASEAN Plan of Action on Energy Cooperation (APAEC) 2026–2030;
2.4.2. Strengthen institutional linkages between ASEAN and Russia, including betweenthe ASEAN Centre for Energy (ACE) and the Russian Energy Agency by the Ministry of Energy of the Russian Federation;
2.4.3. Strengthen cooperation in the use and development of all energy sources, including sustainable energy, low carbon and energy efficient technologies, and other new emerging technologies, the mobilisation of sustainable finance, the promotion of regional energy interconnectivity, and the development of ASEAN Power Grid (APG) through capacity building and joint research collaboration;
2.4.4. Explore cooperation in Civilian Nuclear Energy for peaceful purposes in accordance with the ASEAN-Russia EnergyWork Plan 2026–2030;
2.4.5. Strengthen cooperation to enhance energy security and pursue sustainability in the energy sector through institutional capacity building and increasing private sector engagement, joint research collaboration and development of all energy sources, and all technologies contributing to greenhouse gas emissions reduction;
2.4.6. Explore opportunities to increase trade and investment in the energy sector, includingrenewable energy such as hydro, solar, wind, geothermal, etc., hydrogen and its derivatives, carbon capture, utilization and storage (CCUS)and energy efficiency technologies, and its infrastructure;
2.4.7. Enhance cooperation in the field of clean coal technologies,oil and gas exploration, production, development of necessary infrastructure for wider use of natural gas as a transitional fuel in facilitating energy transitions andan alternative motor fuel in transportation, refinery development and consumption through joint research collaboration, exchange of information and best practices;
2.4.8. Promote the expansion of the use of natural gas in various sectors of the economy, including industry, households and the transport sector, as well as promoting the use of natural gas in ASEAN Member States together with the strengthening of regional interconnectivity and the development of the Trans-ASEAN Gas Pipeline (TAGP);
2.4.9. Strengthen data management through the collection and processing of energy statistics, comparative analysis and formulation of system indicators for strategic planning;
2.4.10. Enhance cooperation in the field of personnel training, including joint implementation of short-term educational courses, master degree programmes, as well as advanced training courses. Conduct joint seminars, research and trainings in areas of mutual interest, including at major international exhibitions and venues, including the ASEAN Energy Business Forum (AEBF) and the Russian Energy Week International Forum;
2.5. Minerals
2.5.1. Explore cooperation in sustainable minerals development, including critical minerals, capacity building programmes and exchange of knowledge and experiences in minerals, and support the implementation of the ASEAN Minerals Cooperation Action Plan (AMCAP-IV) 2026–2030;
2.6. Transport
2.6.1. Promote cooperation in transport, including through further participation ofRussian experts in ASEANtransport sectoral forums where appropriate and in accordance with ASEAN procedure;
2.6.2. Support efforts to diversify and enhance transportation system and its technologies in ASEAN and the Russian Federation, including through sharing of technical expertise and capacity building to strengthen connectivity and increase efficiency and competitiveness for better economic exchanges and growth;
2.6.3. Promote cooperation in transport education and personnel training for the transport industry;
2.6.4. Support the promotion of emergency response systems based on global satellite navigation data, promote interaction to develop transport infrastructure and encourage cooperation on land, maritime, and air connectivity, support the effort to diversify transport and logistics supply chains, explore cooperation on implementation of autonomous navigation technologies and other innovative solutions;
2.7. Food, Agriculture and Forestry
2.7.1. Continue to hold regular ASEAN-Russia Senior Officials’ Meetings on Agriculture, and promote enhanced cooperation to develop concrete actions to foster sustainable and effective resource management in agriculture, expand the supply of agricultural products, and ensure food security in the region while noting the ASEAN Leaders’ Declaration on Promoting Sustainable Agriculture and Action Plan for Sustainable Agriculture in ASEAN;
2.7.2. Promote exchange of best practices, as well as research and development in agriculture, and continue developing joint project activities under the Work Programme for the ASEAN-Russia Cooperation on Agriculture and Food Security (2021–2025) and its successor document to develop training of personnel and capacity building as well as contribute to building agriculture and food systems in Southeast Asia to achieve long-term resilience against current and future crises and economic uncertainties, support ASEAN’s efforts in ensuring food security, including by advancing and encouraging unimpeded trade and flow of foodstuffs and exploring food security cooperation;
2.7.3. Enhance agriculture and fisheries cooperation in order to develop concrete activities aimed at promoting sustainable agriculture and fisheries resource management, expanding markets for agro and fishery products, improving water resources management, and promoting regional food safety and food security;
2.8. Information and Communication Technologies (ICTs) and Digital Integration
2.8.1. Continue cooperation on ICTs through the ASEAN Digital Senior Officials' Meeting with Russia; facilitate ties and interaction between government agencies and relevant stakeholders. Promote collaboration in key areas such as broadband infrastructure, e-government, and emerging technologies and digital skills;
2.8.2. Strengthen cooperation in the digital economy, including through the exchange of best practices, information sharing and capacity building on ICT through the ASEAN-Singapore Cybersecurity Centre of Excellence in Singapore and other relevant ASEAN’s and Russian Centres by implementing the ASEAN-Russia Digital Work Plan for 2026 and its successor documents, as well as by supporting the ASEAN Connectivity Strategic Plan (ACSP), the ASEAN Digital Masterplan 2030and its successor document;
2.8.3. Continue cooperation on ICTs including through sharing of best practices, workshops, training and other meetings, and implementation of ICTs projects, including those involving stakeholders from academic and business ICT communities, on a mutually agreed basis, in areas such as distance education, telemedicine, ICT security, online protection, recognition of electronic signature software development, broadband infrastructure,digital content, e-government, digital economy, e-commerce, spectrum management, satellite technology, operational technology, as well as mitigation and adaptation toclimate change and disaster risk management;
2.8.4. Enhance cooperation on digital integration, including e-commerce, with support for the implementation of the ASEAN Agreement on Electronic Commerce, the ASEAN Digital Integration Framework Action Plan, and the ASEAN Digital Economy Framework Agreement;
2.8.5. Cooperate to ensure Digital Inclusivity and to bridge the digital divide, including by promoting access to affordable and high-quality internet connectivity across all ASEAN Member States, promoting digital literacy and skills development and ensuring that digital services are accessible to all, without leaving any ASEAN Member States behind;
2.8.6. Explore cooperation in development of digital economy through experience exchange and capacity building in implementation of digital technologies and artificial intelligence, promote digital solutions through the implementation of relevant joint projects, digital skills education, in particular in the spheres of, infrastructure management, smart cities development;
2.9. Tourism
2.9.1. Promote tourism cooperation and expand business contacts in the tourism sector including through regular MeetingsofASEAN and Russian Federation Tourism Ministers and ASEAN-Russia Tourism Consultations, as well as implementation of the ASEAN-Russian Federation Tourism Cooperation Work Plan 2026–2030;
2.9.2. Encourage and facilitate the participation of private sectors in tourism promotion activities such as travel marts, exhibitions and tourism festivals both in ASEAN and Russia;
2.9.3. Continue to promote ASEAN-Russia capacity building programmes in tourism sector and collaboration on professional training and advancement in the field of tourism including on Russian language coursesfor tourism stakeholders from ASEAN Member States;
2.9.4. Support national tourism administrations’ activities and projects which aim to promote tourism of ASEAN Member States and Russia;
2.10. Science, Technology and Innovation (STI)
2.10.1. Enhance cooperation and cross-sectoral collaboration in science, technology and innovation, including but not limited to joint research and development projects and exchange of visits between researchers,while supporting the ASEAN-Russia Working Group on Science,Technologyand Innovation (ARWGSTI) and implementation of the ASEAN Plan of Action on Science, Technology and Innovation (APASTI)2026–2035; and encouraging new joint initiatives among the think tanks, research and higher education institutes to promote science, education technology and innovation development;
2.10.2. Foster mutual participation in joint project activities, scientific and technology exhibitions, conferences, workshops, seminars and other international scientific and technology meetings, in particular, of the young scientists and experts;
2.10.3. Promote scientific and technological research development and exchanges between ASEAN Member States and the Russian Federation for mutual benefit and sharing of scientific and technological information, including but not limited to high potential areas, such as development of value-added products, in accordance with national legislation;
2.10.4. Promote the expansion of STI start-ups into each other’s markets in order to encourage the co-creation of innovative technology solutions and products;
2.10.5. Enhance cooperation in the field of Artificial Intelligence (AI), including but not limited to promoting more effective utilisation of AI to drive digital transformation in ASEAN, in line with the ASEAN Ministerial Meeting on Science, Technology, and Innovation (AMMSTI) Statement on Artificial Intelligence (AI);
2.11. Competition and Consumer Protection
2.11.1. Promote fair competition through the development of cooperation between competition authorities of ASEAN Member States and Russia in the field of competition policy, exchange of experience and good practices, conduct of joint capacity building activities on topics of mutual interest, support the implementation of strategic measures under the ASEAN Competition Action Plan;
2.11.2. Strengthen consumer protection by supporting robust enforcement and empowering consumers. Support the implementation of strategic measures under the ASEAN Strategic Action Plan on Consumer Protection to cultivate an environment conducive to regional economic integration, driving mutual innovation, competitiveness, prosperity and sustainable growth;
3. Socio-Cultural Cooperation
3.1. Culture
3.1.1. Strengthen interaction among cultures; preserve cultural heritage, cultural sovereignty of nations and continued development of national cultures; facilitate discussions on pressing cultural and social issues in the development of the modern cultural environment, jointly working out solutions for the benefit of the cultural community; endeavour to prevent use of unilateral approaches in culture and arts in the form of discrimination based on race, ethnicity and language;
3.1.2. Promote greater cooperation on socio-cultural activities by strengthening exchanges in various areas including training, exhibition, management, creative industries, research, education, human resources, and media and information;
3.1.3. Promote greater awareness and appreciation of each other’s traditions, heritage and cultures through cultural exchange activities, art exhibitions, film festivals, language courses and other events held in ASEAN Member States and Russia;
3.1.4. Promote and develop cooperation, capacity building and exchanges in the fields of music, theatre, archives, libraries, museums, cultural heritage, dance, visual arts, film, copyright, folk crafts, decorative and applied arts, circus and other artistic forms, including through mutually agreed activities such asthe ASEAN-Russia Culture Festival and the ASEAN-Russia Youth Symphony Orchestra;
3.2. Disaster Management and Humanitarian Assistance
3.2.1. Continue to implement the Memorandum of Understanding Between the Association of Southeast Asian Nations and the Russian Federation on Cooperation in the Field of Disaster Management signed in 2021;
3.2.2. Conduct regular consultations between the ASEAN Committee on Disaster Management (ACDM) and the Ministry of the Russian Federation of Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM) to enhance synergy and cooperation on disaster management;
3.2.3. Support the strengthening of ASEAN’s capacity for disaster risk assessment and monitoring, prevention and mitigation, preparedness and response, and resilient recovery taking into accountthe ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2026–2030, while further develop an enabling framework for sustainable resilience and support ASEAN’s efforts on the provision of humanitarian assistance through ASEAN-led mechanism;
3.2.4. Promote cooperation between ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) and EMERCOM of Russia to strengthen the capacity of the ASEAN Member States on disaster managementin areas of mutual interest taking into account the ASEAN Declaration on One ASEAN, One Response: ASEAN Responding to Disasters as One in the Region and Outside the Region;
3.3. Migration
3.3.1. Explore cooperation on migration-related issues in the areas of common interest in accordance with international law and domestic legislation;
3.3.2. Explore cooperation on migrant workers' access to skill development and certification, mainstreaming of skills recognition, policy and labour migration governance, taking into account the Vientiane Declaration on Skills Mobility, Recognition, and Development for Migrant Workers;
3.4. Environment, Climate Change and Biodiversity
3.4.1. Promote cooperation in the areas of environment, climate change, biodiversity, including addressing pollution, through, among others, ASEAN-Russia consultations on climate change, exchange of information and collaboration in innovation and technology, and working with and through relevant ASEAN and Russian institutions and mechanisms;
3.5. Public Health
3.5.1. Collaborate and share information and updates on priority health issues, including but not limited to strengthening regional prevention, preparedness, detection, and response capabilities for health issues and emergencies; maternal and child health care, and governmentregulation of medicines and medical devices, emerging and re-emerging infectious diseases, neglected tropical diseases and zoonotic diseases; and communicable diseases including initiatives on ending AIDS in ASEAN by 2030, through existing ASEAN Health Sector mechanisms and in coordination with relevant international and regional agencies currently collaborating with relevant ASEAN sectors;
3.5.2. Enhance cooperation in biosafety, andpandemic preparedness and response, including through among others exploring consultations between agencies responsible for public health, prevention and control of infectious diseases of ASEAN Member States and Russia;scientific research, exchange of information and technical expertise, epidemic surveillance and forecasting of epidemiological situation;
3.5.3. Enhance coordination and collaboration with sectors involved with public health, animal, wildlife, plant, environment and food in addressing zoonotic diseases, antimicrobial resistance, food hazards and health-related impacts or challenges of climate change, among others, through the ASEAN One Health Network and the ASEAN One Health Joint Plan of Action 2023–2030;
3.5.4. Promote equitable, inclusive, and sustainable collaboration in research and development on priority health issues identified by ASEAN and Russia relevant to promoting healthy lifestyle; responding to all hazards and emerging threats; strengthening health systems and access to care; and ensuring food safety;
3.5.5. Promote cooperation on health security including through the ASEAN Regional Reserve of Medical Supplies for Public Health Emergencies (ARRMS) and the ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED);
3.6. Education, Youth and People-to-People Exchange
3.6.1. Implement the ASEAN-Russia Plan of Action on Education (2022–2026) and its successor documentto strengthen cooperation in education between ASEAN and Russia, including but not limited to vocational education and training, lifelong learning, e-learning and development of distant forms of learning, work with talented children and youth, and children and youth with disability, quality assurance and transparency, and training for teachers and trainers;
3.6.2. Enhance education partnerships, including exchanges through the ASEAN-Russia Working Group on Education, scholarships, exchange programmes, research collaboration, and placement programmes including but not limited to science and technology, engineering, and mathematics (STEM fields), digital transformation of educationand promote cooperation between Moscow State Institute of International Relations (MGIMO) University and the ASEAN University Network (AUN) as well as between academic institutions in ASEAN and Russia;
3.6.3. Strengthen cooperation to encourage high quality of life; well-being and equitable access to opportunities for all; and to protect and promote the rights of women, children, youths, elderly persons, persons with disabilities, and migrant workers;
3.6.4. Strengthen engagements between ASEAN and Russian education institutions, education personnel, educators, teachers and students, including supporting the activities of the Network of ASEAN-Russia Think Tanks (NARTT) and the ASEAN Centre in MGIMO University to facilitate promotional activities in developing people-to-people ties, academic, youth and cultural exchanges;
3.6.5. Expand professional training programmes, scholarship programmes, academic exchanges, joint research, training for diplomats, Russian language courses, internship programmes as well as promote Technical and Vocational Education and Training (TVET) that are aligned with industry needs, as well as explore cooperation on the Russian language learning in ASEAN Member States, out-of-school education and children's recreation, including trips of students from ASEAN Member States to Russian federal children's centres and participation of young people from ASEAN Member States in joint projects carried out by various Russian organisations;
3.6.6. Encourage the participation of delegations of ASEAN Member States and the Russian Federation in international educational activities, including conferences, seminars, educational forums and professional skills championships;
3.6.7. Promote collaboration in sports development, such as through capacity building initiatives and exchanges of physical education teachers and sports professionals as well as officers involved in the management of sports facilities;
3.6.8. Work towards the establishment of ASEAN-Russia Senior Officials’ Meetings on Youth to deepen ties and linkages in order to enhance cultural awareness and understanding among youths, including through organising ASEAN-Russia Youth Summits, youth camps and other forms of youth programmes, as well as strengthening regular contacts between young diplomats;
4. Cross Pillars Cooperation
4.1. ASEAN Outlook on the Indo-Pacific (AOIP)
4.1.1. Promote and implement practical cooperation in the four priority areas identified in the ASEAN Outlook on the Indo-Pacific (AOIP), namely maritime cooperation, connectivity, UN Sustainable Development Goals (SDGs) 2030, and economic cooperation and other possible areas of cooperation, to complement the ASEAN Community building process as well as to develop and enhance strategic trust and mutually beneficial cooperation between ASEAN and Russia;
4.2. Connectivity
4.2.1. Strengthen cooperation on Connectivity agenda, including through regular consultations and dialogue with the ASEAN Connectivity Coordinating Committee (ACCC) and outreach through other relevant regional fora, taking into account the ASEAN Connectivity Strategic Plan (ACSP);
4.2.2. Collaborate on joint projects, develop capacity building programmes, and share best practices in key areas of mutual interest, taking into account the strategic goals of the ASEAN Connectivity Strategic Plan;
4.3. Smart Cities
4.3.1. Support the ASEAN Smart Cities Network (ASCN), including through ASEAN-Russia city-to-city partnership,fostering exchanges of best practices and capacity building to help build cities that are resilient, innovative, well-connected and technologically advanced, as well as Russia’s active participation in partnerships and collaboration with the ASCN on areas of mutual interest, including by convening conferences for knowledge exchange and discussion between ASEAN and Russia, where necessary;
4.3.2. Promote cooperation in the field of smart cities through exchange programs, trainings, joint workshops and participation in the events organised in the ASEAN Member States and Russia to further develop capacity building and knowledge sharing of best practices;
4.3.3. Promoterural development and poverty eradication, including through the ASEAN Masterplan on Rural Development 2022–2026, and the ASEAN Villages Network (AVN);
4.4. Initiative for ASEAN Integration and Narrowing the Development Gap (IAI/NDG)
4.4.1. Support ASEAN’s implementation of IAI Work Plan V (2026–2030), recognising the importance of ASEAN’s efforts in narrowing the development gap within and between ASEAN Member States, and continue joint projects and activities under the ASEAN-Russia Dialogue Partnership Financial Fund inter alia to support Timor-Leste’s full integration with ASEAN, through fulfilment of the Roadmap for Timor-Leste's Full Membership in ASEAN;
4.4.2. Exchange best practices and experience in alleviating poverty and promoting sustainable development in ASEAN and Russia;
4.4.3. Enhance regional economic integration and connectivity through promoting cooperation between industry associations and business communities of ASEAN Member States and Russia, as well as sharing best practices to support entrepreneurial activities
4.5. Sustainable Development
4.5.1. Strengthen dialogue and cooperation on sustainable development as an area of cooperation, including in relevant projects under the AOIP in support of the UN 2030 Agenda for Sustainable Development including through exchange of best practices and capacity building in areas of mutual interest;
4.5.2. Exchange best practices and implement capacity-building activities between relevant agencies, including those responsible for statistics, in the area of SDGs progress reporting and measurement with the aim of supporting the Voluntary National Review mechanism;
4.5.3. Promote cooperation in areas related to decarbonisation of the economic sector, such as in the fields of carbon markets, technologies that reduce and remove Greenhouse Gases (GHG) emissions and the sharing of decarbonisation related research findings;
4.5.4. Explore opportunities to enhance knowledge exchange and capacity building to promote sustainability initiatives in ASEAN and Russia;
4.6. Civil Service
4.6.1. Enhance good governance and innovation in civil service management and development between ASEAN Cooperation on Civil Service Matters (ACCSM) and Russian Federation’s counterpart;
4.6.2. Enhance human resources management and development on civil service matters through conducting trainings, workshops, study visits, conferences and other activities, mutual learning and sharing best practices, experiences and innovation related to good governance, e-governance, productivities in the public sector, research and other areas of mutual interests among ASEAN and Russian Federation;
5. Implementation Arrangements and Monitoring
5.1. This CPA is to be implemented by the relevant authorities of ASEAN Member States and the Russian Federation through the appropriate funding support by the governments of ASEAN Member States and the Russian Federation, including the ASEAN-Russian Federation Dialogue Partnership Financial Fund (ARDPFF);
5.2. Review of the progress of implementation of this CPA will be made through the existing mechanisms of the ASEAN-Russia Dialogue Relations;
5.3. Submit summary progress reports of the implementation of the CPA to the annual PMC+1 Session with the Russian Federation.
