Instructions to the Government of the Russian Federation deal with raising the entry requirements for the Bachelor’s and Master’s degrees proceeding from the need to admit to schools of higher learning only the most capable and well-prepared applicants.
In particular, the Instructions to the Government together with the Russian Rectors’ Union speak of setting up an independent system to assess the quality of education, assisting higher educational institutions in the creation and maintenance of students sports clubs, creating a national annual rating of higher educational institutions, and creating new and enhancing the efficiency of existing techno parks and engineering centres.
