The Government of the Russian Federation has been instructed to make provision in the federal budget in 2024 for additional funding for subsidizing the reimbursement to Russian organisations of costs associated with sea freight shipments to and from the Kaliningrad Region in cases where it is necessary to use the sea shipping lane for this purpose in the context of external sanctions pressure. It also stipulates the amount of budgetary funding for these purposes over a period of three years (from 2025 to 2027).
Additionally, instructions to the Government of the Russian Federation deal with the manufacture of stationary and portable playstations and game consoles and the creation of an operating and cloud system for delivering games and software to users. They also relate to conducting a pilot study in the Kaliningrad Region to facilitate the stage-by-stage conversion to electric vehicles and create the necessary battery-charging infrastructure. The instructions also concern the completion of the third stage of construction of the World of the Ocean Museum-Reserve in Kaliningrad with subsequent opening of an exhibition and an educational centre there. Another instruction pertains to expanding the capacity of the Kaliningrad International Airport (Khrabrovo).
Instructions to the Government of the Russian Federation and the Government of the Kaliningrad Region concern the construction of a ring road in the vicinity of the Primorskaya recreation zone in the Kaliningrad Region and reconstruction of the Northern and Southern bypasses of Kaliningrad. They also expand the list of persons for whom air carriage operations are performed with the use of subsidies for air carriers; the implementation of infrastructure projects to reconstruct the water supply system and purification facilities in Kaliningrad.
