In particular, the Government of Russia was instructed to present a draft of a Presidential programme to improve training for engineering personnel; develop sector-specific qualification frameworks that include a set of requirements for engineering and technical professionals, in accordance with priority areas for modernisation and technological development of Russia’s economy; issue regulatory legal acts ensuring that 3,000 Presidential grants are awarded in 2012; submit proposals on creating engineering centres in Russia; and develop a set of measures aimed at increasing the prestige of the engineering profession.
The government is also instructed, jointly with executive regional authorities in Russia’s federal constituent entities, to submit proposals on improving availability of dormitory housing for students and young instructors at engineering and technical universities and colleges.
A set of instructions was also given to Russia’s Education and Science Ministry.
