The Government of the Russian Federation has been instructed to address the matter of creating an intergovernmental working group to facilitate the development and implementation of a project to organise energy supplies to countries of the Asia Pacific region, including, if necessary, the building of energy bridges.
The Government has already been instructed to approve a set of measures to provide by 2018 the legal and technological groundwork for online communication between government agencies and commercial organisations within the framework of the Eurasian Economic Union.
Instructions to the Government concern, in particular, additional capitalisation of the Far East and Baikal Region Development Fund (joint-stock company); corporate profit tax exemptions for residents of areas of priority socioeconomic development and residents of Vladivostok Free Port implementing large investment projects; the development of Russky Island and the establishment there of an international research, training and technological cluster; the provision of preferential access to mineral resource deposits, underground resource fields, fish farming and forest sections to investors implementing projects to create high-tech production and processing enterprises.
The Government has also been instructed to put forward a proposal regarding the appointment and the powers of a Russian representative responsible for the development of economic cooperation with Japan.
The Government, in conjunction with the Federal Security Service and executive government agencies in the regions that are part of the Far East Federal District, has been tasked with considering the matter of empowering the Far East Development Corporation, a joint-stock company, to provide to residents of the free port of Vladivostok land plots located on its territory for the implementation of investment projects.
Separate instructions were issued to the Ministry for the Development of the Far East, the Transport Ministry and the Finance Ministry.
In the interest of ensuring the diversification of the Russian economy, the Economic Development Ministry was instructed to consider proposals from the Japanese side regarding assistance in modernising the equipment of pilot enterprises in the Russian Federation.
