The Government has been instructed to make amendments to the legislation concerning the due date for payment for obligations met under state and municipal contracts, supply contracts for goods, works and services signed by companies with public ownership, and changes concerning the liability for failure to meet deadlines.
The Government has also been instructed to consider amending the legislation on taxes and duties to ensure the collection of value added tax and customs duties from foreign websites and suppliers on the sale of foreign-made goods to Russian customers through the Internet, as well as extending until 2023 the application of reduced rates of insurance contributions to all Russian companies operating in the information technology sector that are entitled to preferential insurance terms.
The Government has been instructed, jointly with the Bank of Russia and leading business associations, to draft and submit proposals on introducing legislative amendments aimed at eliminating redundant requirements for foreign exchange control in the Russian Federation, in particular concerning the refund of foreign exchange earnings from Russian non-commodity exports.
