The Government shall draft regulations concerning quotas for marine biological resources caught for investment purposes, and set demands on the fishing fleets of investors engaged in production using marine biological resources caught within the limits of these quotas.
Instructions to the Government concern, in particular, possible state support measures for producing in Russia refrigeration containers as part of the programme for supporting transport machine engineering and simplifying procedures for granting licences to catch marine biological resources to small and medium businesses.
The Government shall also analyse application of the current mechanism limiting access of some types of foreign fish products for procurement contracts for state and municipal needs, and examine the expediency of amending laws on identifying the country of origin when importing to Russia fish products processed in the open seas.
The Government, together with the Government of the Republic of Karelia, shall examine the expediency of state support for production in Karelia of high-quality mixed fodder and salmon juvenile (smolt).
In the aim of ensuring supply of fresh and high quality marine biological resource products, the Government shall examine the expediency of drafting, together with the regional authorities, a plan for establishing fish markets in some Russian cities, with particular emphasis on minimising administrative barriers and providing state support for construction of fish markets.
The Federal Anti-Monopoly Service, together with the Agriculture Ministry and the Economic Development Ministry shall present proposals to limit price rises for fish products.
