Instructions following meeting of Presidential Council for Civil Society and Human Rights

Vladimir Putin approved a list of instructions following the meeting of the Presidential Council for Civil Society and Human Rights on December 8, 2016.

The Presidential Executive Office has been instructed, in cooperation with the Ministry of Justice and the Special Presidential Representative for Environmental Protection, Ecology and Transport to analyse law enforcement practice with respect to activities of non-profit organisations performing the functions of a foreign agent.

The Government of the Russian Federation has been instructed to establish an interdepartmental working group on preventing the criminalisation of teenagers comprised, among others, of representatives of the Presidential Council for Civil Society and Human Rights, and also to submit proposals on introducing legislative amendments providing for measures of social rehabilitation and adaptation for people released from places of detention.

The Government, in cooperation with the Presidential Executive Office and the Strategic Initiatives Agency, has been instructed to analyse the implementation of the Transparent Educational System project.

The Government, in cooperation with government bodies of Krasnodar Territory, the National Popular Front and the Presidential Council for Civil Society and Human Rights, and with the participation of civic environmental organisations, has been instructed to present proposals on minimising damage to the environment during the expansion of recreational zones in the area of Krasnaya Polyana.

The Ministry of Justice, in cooperation with the Public Chamber and the Presidential Council for Civil Society and Human Rights, has been instructed to analyse law enforcement practice with respect to the activities of non-profit organisations providing socially beneficial services that have received financial support from the federal budget, the regional budgets of the Russian Federation and local budgets, and to submit proposals on improving law enforcement practices in this sphere.

The Public Chamber, in cooperation with the Presidential Council for Civil Society and Human Rights and with the participation of the Russian Federation Human Rights Commissioner, has been instructed to analyse the efficiency of the mechanism for forming public monitoring commissions established in the regions of the Russian Federation, and to present proposals on its improvement.

The Supreme Court, in cooperation with the Prosecutor General’s Office and with the participation of the Presidential Council for Civil Society and Human Rights, as well as representatives of the expert community, has been advised to analyse the efficiency of measures to ensure the independence of judges and openness and transparency in administering justice.

The Prosecutor General’s Office has been instructed to check the compliance of the Federal Penal Service with the legislation on public oversight over the observance of human rights in places of detention as regards cooperation with members of public monitoring commissions established in the regions of the Russian Federation.
