Among other things, the instructions to the Government concern amending legislation on distributing subsidies in order to level budget allocations to the Russian regions; making federally owned land plots available to the regions for carrying out investment projects; various subsidies to equipment and other manufacturing companies; distributing manufacturing facilities based on their transport, logistics, resource and raw materials peculiarities; and increasing subsidies to agricultural equipment producers.
The Government was also instructed to submit proposals on the feasibility of creating new special economic zones and to develop methodological recommendations for the regions on staffing regional economies with an eye towards including them in regional strategies for socioeconomic development.
The Government, in conjunction with the regional government authorities, was instructed to look into the possibility of amending the legislation governing the provision of subsidies from federal and regional budgets for purchasing Russian-made agricultural machinery and equipment, including leasing and lending arrangements.
The instructions to the Government and the Bank of Russia concern insuring microenterprises and small businesses’ deposits with lending institutions and monitoring the application of the currency legal regulations to high-tech export-oriented companies.
The Government, in conjunction with the Bank of Russia, was also instructed to submit proposals on eliminating unnecessary administrative barriers when performing financial transactions related to the export of high-tech products and services, including the introduction of corresponding amendments to the legislation of the Russian Federation.
Separate recommendations were issued to the Bank of Russia.
