The Russian Government was instructed to make decisions, including on amending regulatory acts of the Russian Federation, that ensure the allocation of funds from the federal budget for additional payments for special working conditions to medical personnel who are directly involved in treating patients with the novel coronavirus infection (COVID-2019), and to provide them with social guarantees similar to those offered to military personnel.
The instructions to the Government also deal with the schedule of the deployment and use of hospital beds required to treat patients with the novel coronavirus infection (COVID-2019); payments of unemployment benefits and child allowance to unemployed citizens; the holding of preclinical and clinical research and state registration of immunobiological medicines; the 6-month deferral of social insurance payments to state extra budgetary funds for taxpayers – small and medium-sized businesses engaged in sectors of the economy that have been hardest hit by spread of the novel coronavirus infection (COVID-2019).
Separate instructions were issued to the Government jointly with the Bank of Russia, as well as to the working group of the Russian Federation State Council on counteracting the novel coronavirus infection.
A series of instructions was issued to the executive authorities of the Russian Federation regions.
