The instructions to the Government of the Russian Federation concern the allocation of federal funds to subsidise light industry enterprises and leasing companies, and to implement the Comprehensive Programme to support the production of linen until 2025.
The government has been instructed to approve a package of measures to create favourable conditions for the operation of light industry enterprises. These measures are aimed at a reduction of the informal segment, and of illicit import, manufacturing and sale of light industry products, including counterfeit goods; at building infrastructure and industrial facilities for the manufacturing of light industry products; adjusting the industry tax system; and the development of remote sales methods.
The government has been instructed to submit proposals on changing the approaches to the formation and operation of the system of the state material reserve; on amending the legislation on the circulation of medical equipment to require the manufacturers and importers of such products to submit information to Roszdravnadzor about each batch of these products put into circulation in Russia, and to monitor the safety of medical devices.
Furthermore, the instructions to the Government, in particular, concern the establishment of the priority of domestic products of the light industry in state procurement; and adding to the nationwide action plan for recovery of employment and people’s incomes, for supporting economic growth and structural changes measures for light industry development to raise its competitiveness.
Separate instructions have been given to the Ministry of Industry and Trade and the Ministry of Finance.
Recommendations to the supreme executive bodies of state authority in the constituent regions of the Russian Federation include subsidising light industry enterprises to reimburse part of their promotion costs on electronic trading platforms and the cost of services to create their online shops.
