Instructions to the Government of the Russian Federation refer to an increase of payments under social contract for individual businesses and private plot activities; an increase of the maximum monthly childcare allowance for servicewomen; and expansion of pilot programme on introducing long-term care for elderly and disabled persons in need of nursing care.
The Government was also instructed to extend state family support measures as regards repayment of mortgage loan obligations to families with a third or subsequent child born before December 31, 2023.
Another instruction to the Government concerns establishing an honorary title, Mother Heroine.
Instructions to the Government and regional executive authorities include the holding of an information campaign to promote traditional family values and having large families, as well as co-funding with the regions additional compensation for parents to receive vouchers for leisure and children’s recreation camps.
The Ministry of Education was instructed, jointly with regional executive authorities, to draft state support measures for developing and introducing programmes of educational activities for parents of children attending pre-school facilities.
The State Council Commission on Social Policy was instructed, jointly with the Agency for Strategic Initiatives, to generalise the best regional practices on supporting large families and submit proposals for their replication.
Recommendations for regional executive authorities include, in particular, employment for social contract participants, which will allow their families to overcome poverty, and provision of funds to large families to compensate for a portion of expenses for children’s tuition in secondary vocational schools.
