The instructions to the Government concern allocation of additional funds from the federal budget for the construction or purchasing of new housing for individuals whose homes have been recognised as unlivable in the aftermath of the emergencies in the Trans-Baikal Territory in 2021 and 2022 and in the Jewish Autonomous Region in 2019–2021, as well as additional funding for a construction effort to build hydraulic facilities in the Trans-Baikal Territory.
In addition, the Government was instructed to consider extending to 2026 the implementation period of the programme to rebuild housing, communications facilities and social, utilities, energy and transport infrastructures, as well as hydraulic facilities and office buildings that had been damaged or lost to floods in the Irkutsk Region, and to submit proposals regarding the possibility of providing easy-term housing loans to citizens relocating from flooded areas.
In conjunction with the Government of the Kursk Region, the Emergencies Ministry was charged with assessing the damage caused to infrastructure facilities, residential buildings and social facilities in the Kursk Region as a result of the September 18, 2022, hurricane in order to determine the amount of payments due and submitting the results to the federal Government.
