The Government of the Russian Federation was instructed to grant the Talent and Success Educational Foundation the status of a national methodological centre for selecting and supporting talented children and young people and developing their talents, involving the Foundation in programmes, projects and events being implemented in the corresponding area and carried out by the Government and federal executive agencies. The instructions also concern the provision of funding for the activities of the Talent and Success Educational Foundation in identifying and supporting individuals who have displayed outstanding abilities, to monitor their future development and to pay out presidential grants and bonuses to these individuals, as well as to winners of international Olympiads on general studies, and their mentors.
Other instructions concern, in particular, the implementation of the Talent and Success Educational Foundation’s project to establish a chain of schools that are associated partners of the Sirius Educational Centre, and to implement the Foundation’s programmes, the Pedagogy of Talent Development and Intelligent Tourism, that allow school and university students to visit R&D and industrial infrastructure facilities and to do real-life research and complete production tasks under the guidance of specialists.
The Government of the Russian Federation was instructed to draft proposals, in cooperation with the Talent and Success Foundation and top officials of Russian regions, on determining standard principles for awarding prizes in the All-Russian Olympiad of School Students.
A number of instructions have been given to the Ministry of Education, together with the Ministry of Culture, the Ministry of Sports, the Talent and Success Educational Foundation and top officials of Russian regions.
