The Government of the Russian Federation has been instructed to take organisational, financial and legal measures to ensure that the Russian Academy of Sciences has overall management of the Higher Attestation Commission under the Ministry of Science and Higher Education; to submit proposals determining mechanisms, stages and deadlines for consolidating the coordination role of the Russian Academy of Sciences in developing the system of state scientific attestation; to provide for additional allocations for monthly monetary payments to members of the Russian Academy of Sciences, subject to increase, in drawing up the next federal budget beginning in 2025.
The instructions to the Government of the Russian Federation and the Russian Academy of Sciences pertain to determining the status of academic scientific institutions as organisations that are being managed, in scientific and methodological terms, and irrespective of their departmental affiliation, by the Russian Academy of Sciences, including its participation in determining the main areas of scientific and scientific-technical activities to be carried out by academic institutions, in approving candidates for their leadership positions, and in approving decisions regarding their reorganisation or liquidation.
The Government of the Russian Federation, jointly with the Russian Academy of Sciences, has been instructed to submit proposals on the inclusion of the Russian Scientific Information Centre and Nauka Publishers in the structure of the Russian Academy of Sciences with a view to promoting editing and publishing activity, popularising the results of research by Russian scientists, and ensuring access to research findings.
