The Russian Federation Government, together with the Bank of Russia and the Agency for Strategic Initiatives, have been instructed to develop requirements for a system verifying compliance of business entities’ activities with the standard of social capital of businesses and standards for disclosing information on sustainable development in various fields of activity.
In addition, the Government has been instructed to adopt a Strategy for Sustainable Development of the Azov Sea Region until 2040 and a roadmap to implement it, and also, together with regional executive bodies, the Russian Academy of Sciences and other interested organisations, to submit proposals on ensuring coordination of work to implement the Strategy.
Other instructions issued to the Government concern the participation of the National Technological Initiative Platform in developing/adjusting national projects aimed at achieving technological leadership, and the extension of the implementation period for the National Technological Initiative, providing at the same time for the allocation of funding for it from the federal budget in 2025–2027, and holding no later than 2030 an initial public offering of shares of at least ten Russian high-tech companies on the domestic financial market as part of its implementation.
A number of instructions issued to the Government together with the Agency for Strategic Initiatives concern, in particular, the establishment of a national ranking of investment climate in the Russian regions, support for new investment projects in the Russian regions, and management of systemic changes in legal regulations of business activities.
The Government, together with the Agency for Strategic Initiatives, the Russia – Land of Opportunity autonomous non-profit organisation, and the Russian Presidential Academy of National Economy and Public Administration, with participation of leading scientific and higher education institutions, have been instructed to ensure that a management personnel training programme is developed and implemented, aimed at spreading best Russian practices in various fields of activity in friendly foreign states, including those in Asia and Africa.
The Government, together with the Agency for Strategic Initiatives and the National Technological Initiative Platform, with participation of interested state corporations, companies with state participation, and other organisations, have been instructed to take measures to implement the New BRICS Technological Platform initiative, after considering the issues of creating a coordinating body and identifying sources for its funding, as well as developing an activity plan for this body.
Instructions to the Agency for Strategic Initiatives, together with the Government and senior officials of the Russian regions, concern methodological support for the Russian regions in order to improve regional programmes to increase the birth rate and measures and practices to support pregnant women, large families and other categories of families with children, as well as to implement measures to preserve, strengthen, and promote traditional family values.
The Agency for Strategic Initiatives, together with the Moscow Government, the Bank of Russia, Ministry of Economic Development of Russia, the VEB.RF State Development Corporation, the Russian Union of Industrialists and Entrepreneurs, Delovaya Rossiya, OPORA Russia, the Chamber of Commerce and Industry of the Russian Federation, Sberbank of Russia and the National ESG Alliance, have been instructed to ensure that measures are taken to introduce the social capital standard for businesses, including the creation of an autonomous non-profit organisation as the operator of this standard.
An instruction issued to the Agency for Strategic Initiatives together with the Roscongress Foundation, regional executive bodies and interested organisations, concerns awarding an annual prize for implementing socially important initiatives and projects designed based on such initiatives, which contributed to the development of the country.
The Agency for Strategic Initiatives, together with the Government, regional executive bodies and interested organisations, have been instructed to provide assistance in promoting abroad Russian brands, projects, and best Russian practices in various spheres of activities.
