The Government has been instructed to consider holding, in collaboration with BRICS member states, annual open professional skills competitions for people with disabilities starting in 2026, and to identify the necessary amounts and sources to fund these events.
Instructions to the Government and the Defenders of the Fatherland state fund for supporting participants in the special military operation concern holding, beginning in 2025, professional skills championships among disabled participants in the special military operation and developing, with the involvement of regional executive authorities, an action plan to raise the employment levels of the participants in the special military operation and to organise career orientation programmes for them.
The Government, in collaboration with the OPORA Russia public association for small and medium-sized entrepreneurship, the Chamber of Commerce and Industry, and national public organisations, such as the Russian Union of Industrialists and Entrepreneurs and Delovaya Rossiya (Business Russia), has been tasked with developing a set of measures to boost employment among persons with disabilities and individuals with special needs. These measures should focus on equipping them with skill sets and necessary competencies for promising careers.
The Ministry of Justice, in conjunction with the Ministry of Digital Development, Communications, and Mass Media, has been instructed to ensure the creation of the Legal Assistance federal public information system. This system must be integrated with the federal state information system Unified Portal of State and Municipal Services (Functions) and include participants in the state system of free legal assistance across all constituent entities of the Russian Federation.
Regional executive authorities in the Russian Federation constituent entities that have so far operated without public law bureaus are advised to take measures to create such bureaus.
