Instructions following a plenary session of the RSPP Congress and the President’s meeting with the RSPP Board Bureau members and representatives of the Russian business community

Vladimir Putin approved a list of instructions following the plenary session of the Congress of the Russian Union of Industrialists and Entrepreneurs (RSPP), which he attended, and a separate meeting with members of the RSPP Board Bureau and representatives of the Russian business community, held on March 26, 2026.

The Government of the Russian Federation, with the participation of regional executive bodies and the Presidential Executive Office, has been instructed to regularly monitor progress in reducing labour shortages, managing employee release, and redirecting workers to sectors where they can be most productive as a result of improved labour productivity, structural changes in the economy, and ongoing optimisation of sectoral employment patterns.

The Government and the State Duma have been instructed to work together to reduce the amount of paperwork for public sector employees, especially in sectors such as healthcare and education.

The Government, together with the State Development Corporation VEB.RF, DOM.RF, the Agency for Strategic Initiatives to Promote New Projects, and with the involvement of regional executive bodies, has been instructed to put in place a mechanism to support and monitor investment projects aimed at preserving cultural heritage sites (historical and cultural monuments) of the peoples of Russia that are in poor condition, and bringing them back into economic use.

The Russian Union of Industrialists and Entrepreneurs has been recommended to consider, as part of its annual entrepreneurship award for Russian companies that follow responsible business principles, the implementation of investment projects focused on preserving deteriorating cultural heritage sites (historical and cultural monuments) of the peoples of Russia.

The Government, together with the Bank of Russia and the Prosecutor General’s Office, has been instructed to submit proposals for creating a coordination mechanism to protect the rights of minority shareholders.
