The instructions issued to the Government concern, among other matters, federal budget co-financing for the implementation of integrated territorial development projects; the development of an effective model for the ownership and operation of heat and water supply facilities in small communities; the extension of municipal service terms for individuals aged 70 and over in the Donetsk and Lugansk People’s republics, and the Zaporozhye and Kherson regions in order to retain experienced personnel; certain issues related to the preservation of cultural heritage sites of the peoples of the Russian Federation; and the provision of emergency insurance for residential premises.
The Government has also been instructed to submit proposals aimed at improving the effectiveness of state support measures for the development of backbone communities within the framework of the Integrated Development of Rural Areas state programme.
Separate instructions have been issued to the Government in cooperation with the Prosecutor General’s Office, the executive authorities of the Republic of Daghestan and the Chechen Republic, as well as the executive authorities of the Donetsk and Lugansk People’s republics and the Zaporozhye and Kherson regions.
A number of recommendations have also been issued to the Supreme Court of the Russian Federation.
The executive authorities of the constituent entities of the Russian Federation, in cooperation with local government bodies, are advised to expand the provision of social services to participants in the special military operation, their family members, and the families of fallen personnel through the implementation of state (municipal) social procurement mechanisms, including in the spheres of education, healthcare, physical culture and sports, and tourism.
