The Agreement was signed in Moscow on March 3, 2015.
The Agreement was developed in accordance with the Action Plan for 2014–2016 to form a Common Migration Space on the territories of participating members of the Agreement on the Creation of the Union State, confirmed by the Union State Council of Ministers on October 21, 2014.
The Agreement stipulates the exchange of data on citizens of the Parties’ states that are subject to exit restrictions established in accordance with the legislation of the citizen’s state or the host nation.
Exchange of data is to be carried out between the two nations’ relevant authorities with the goal of preventing the exit of Russian and Belarusian citizens subject to exit restrictions to third nations, and preventing threats to national or public security in member-states of the Agreement on the Creation of the Union State of December 8, 1999.
