The instructions to the Russian Government concern the provision of housing for young researchers and instructors at universities; the development, production and use of Russian-made radiopharmaceuticals; the monitoring of the results of research in the development of competitive Russian-made medicines conducted by research organisations and educational institutions, as well as the assessment of the possibility to commercialise and sell this medicine.
The instructions also deal with involving researchers, scientific organisations and leading universities of the Republic of Kazakhstan in the events envisioned by the federal research and technical programmes to develop agriculture for 2017–2025, the development of genetic technologies for 2019–2027, and the development of synchrotron and neutron research and research infrastructure for 2019–2027.
The Russia – Land of Opportunity autonomous non-profit organisation and the Ministry of Higher Education and Science also received their own instructions.
