The document establishes the Mother Heroine title, which is the highest degree of distinction for women who gave birth to and reared ten or more children. An awardee and her children must be citizens of the Russian Federation and comprise a socially responsible family ensuring a due level of concern for health, education, as well as physical and moral development. The title conferral ceremony includes the presentation of the Mother Heroine Order, a certificate of title, and a lump sum cash payment amounting to one million rubles.
The Executive Order also stipulates the payment of a one-time monetary incentive to one of the parents awarded the medal of the Order of Parental Glory in the amount of 200,000 rubles. In addition, the payment for the Order of Parental Glory has been increased by five times to 500,000 rubles.
