Pursuant to Clause 2, Article 18 of Federal Law No. 31-FZ of February 26, 1997, On Mobilisation Preparation and Mobilisation in the Russian Federation, the President signed an Executive Order deferring conscription for military service during mobilisation for full-time and part-time students enrolled in nationally accredited vocational training and higher education programmes at state educational organisations, research organisations and those enrolled in educational programmes of a corresponding level for the first time.
The Executive Order shall come into effect on the day of its signing and shall apply to legal relations that arose as of September 21, 2022.
