Amendments to Article 18.19 of the Code of Administrative Offences

The President signed Federal Law On Amendments to Article 18.19 of the Code of Administrative Offences of the Russian Federation.

The Federal Law specifies the scope of persons who bear administrative responsibility for failure to notify a territorial body of the federal executive body exercising federal state control (supervision) in the field of migration, an executive body of a constituent entity of the Russian Federation exercising governance in the field of education, a territorial body of the federal executive body in charge of security of the Russian Federation, on training or termination of training of foreign citizens or stateless persons, on granting academic leave to foreign citizens or stateless persons, on the arrival of foreign citizens or stateless persons, and on the unauthorised departure of foreign citizens or stateless persons in cases where such notification is required under Federal Law, as well as for violations of the established procedure for filing such notifications.

The amendment to the Federal Law establishes that not only educational organisations and their officials, but also scientific organisations and their officials bear responsibility for such offences.

The Federal Law comes into force on January 1, 2023.
