The Federal Law stipulates civil liability for participation in the operations of foreign or international non-profit and non-governmental organisations in Russia if there is no information about their subdivisions in the registry of branches and representative offices of international organisations and foreign non-profit and non-governmental organisations, or if these organisations have no subdivisions registered in accordance with the procedure stipulated in the Russian laws on non-profit organisations (excluding cases when such participation is permitted under the Russian laws on non-profit organisations).
Foreign citizens and stateless persons who commit the above administrative offences may be deported from the territory of the Russian Federation.
It is stipulated that investigations into such administrative offences shall be opened by prosecutors and heard by the judges of district courts.
The Federal Law comes into effect as of its official publication.
