Instructions were given following the State Council Presidium meeting On Measures to Accelerate Development of Livestock Farming as a Priority to Ensure Food Security in Russia, held on July 13, 2010. The Russian Government was instructed to ensure the formation of an overall production and consumption balance for the key types of agricultural products, raw materials and food in Customs Union nations, giving short-term forecasts of this balance in order to form key trends in Russia’s agricultural policy, in connection with the creation of a common open market in the Customs Union nations.
The Agriculture Ministry, jointly with representatives from the Republic of Belarus and the Republic of Kazakhstan, is working to harmonise balance sheets on the key types of agricultural and food products. The items on the balance sheets include meat and meat products, milk and dairy products, vegetable oil and sugar.
In drawing up the balance sheets, the Customs Union agricultural and food market is predicted to fill up, first and foremost with products from Belarus, Kazakhstan and Russia.
