Instructions issued following Business Russia forum

The President approved a list of instructions following the All-Russian public organisation Business Russia forum held on February 6, 2019.

The instructions to the Government concern, in particular, amending tax legislation; improving the regulations for handling ferrous and non-ferrous scrap metal and waste; protecting Russian manufacturers against dumping; providing economic incentives for acquiring Russian-made telecommunications equipment; supporting developers of competitive domestic solutions for new-generation communications systems; supporting exporters depending on the degree of processing of exported products and the amount of added value created; and stimulating private investors who invest in Russian high-tech projects of small- and medium-sized businesses.

With the participation of interested federal executive bodies and the All-Russian public organisation Business Russia, the Ministry of Justice was instructed to submit proposals for amending the Russian Code of Administrative Offences.

The Foreign Ministry, in conjunction with the Interior Ministry, the Federal Security Service and the Federal Agency for Tourism, has been instructed to submit proposals on simplifying the procedure for issuing visas (including by expanding the practice of issuing electronic visas) to foreign citizens entering the Russian Federation as tourists.

The instructions for the Bank of Russia Background information Bank of Russia (Central Bank) concern non-cash payments with the use of bank cards and electronic payment instruments, as well as mechanisms to ensure control over such settlements and payment service providers.

The Government, in conjunction with the Bank of Russia and with the participation of the All-Russian public organisation Business Russia was instructed to submit proposals on measures to provide additional support to machine tool-building enterprises.
