The Federal Law aims to establish a special legal regime for foreign nationals and stateless persons undergoing training at state educational establishments of higher education or state research organisations of the Russian Federation located on the territory of the Russian Federation.
The Federal Law grants foreign nationals and stateless persons engaged in full-time training at such organisations residence permits to complete their education and residency upon completion of their studies. In addition, the terms of their stay in the Russian Federation and a procedure for extending their stay have been established.
The Federal Law establishes the terms of temporary residency on the territory of the Russian Federation for the children of foreign nationals under the age of 18, whose parents are engaged in labour activity under patents, including adopted or foster children.
The Federal Law also gives preference regarding the granting of residency and allows foreign nationals to forego the procedure for receiving a residence permit if they are invested in the Russian Federation and meet the criteria established by the Government of the Russian Federation, as well as to citizens of the Donetsk People’s Republic, Lugansk People’s Republic, the Republic of Kazakhstan, the Republic of Moldova, or Ukraine, who have resettled for permanent residency on Russian territory and in accordance with international treaties of the Russian Federation for regulating the emigration process and protecting the rights of emigrants.
