Opening remarks at the meeting on the microelectronics industry

President of Russia Vladimir Putin: Good evening, colleagues.

Today, we will review issues related to the development of the domestic electronics industry, specifically the design and production of electronic component bases and modern integrated circuits. These technologies are among the most complex and knowledge-intensive areas.

Leading countries and unions, such as the United States, China, and the EU countries, are focused on strengthening sovereignty over the key elements of the electronics production chain and concentrating their efforts accordingly, because everyone is absolutely clear that ensuring economic and technological development, achieving technological leadership in AI, outer space exploration, communications, digital technologies, and quantum computing is not merely challenging, but is impossible without competitive integrated circuits and a solid electronic component base. This is, as the saying goes, the foundation of the foundations.

Finally, regarding security and defence, all modern, and even more so advanced, types of weaponry are increasingly demanding in terms of the efficiency of the electronic component base. It is clear that the Russian Armed Forces must be equipped with intelligent technology built on our own solutions. This fully applies to the civilian sector as well.

Notably, we have made some progress in this sensitive technological field; we have strong scientific schools in a number of areas, and the appropriate infrastructure for testing and producing electronic products is being developed. At the end of last year, a photonics centre opened. This facility will produce integrated circuits capable of significantly increasing data transmission speeds.

At the same time, efforts must be intensified to create a domestic technological platform in microelectronics. Many of us present here have been revisiting this issue constantly over many months both in private discussions and in larger meetings. We need to further strengthen the areas where we already have advantages and closely integrate the work of researchers with companies and the real industrial sector.

Overall, the efficiency of managing the development of domestic electronics must be radically improved. I am aware of the idea to establish a corresponding interagency commission. Here, it is obviously important not merely to form and outline such an entity, but to use its capabilities to ensure prompt consideration of all issues and decision-making in this field.

I am asking both the Presidential Executive Office and the Government to outline the specifics of this commission’s work.
