The instructions to the Government of the Russian Federation include, in particular, introducing a temporary ban on initiatives aimed at increasing the number of reports to be filed by companies and self-employed entrepreneurs with statistics agencies, tax authorities and other supervisory bodies, as well specific amendments to Russian laws related to the contractual procurement of goods, works and services for federal and municipal needs and in regard to procurement opportunities for small businesses.
The President has also instructed the Government to work together with the Chamber of Commerce and Industry and leading business associations to plan initiatives that would systemise and create a single list of non-tax payments, stipulate a single procedure under Russian law for imposing, calculating and collecting payments of this kind, and enhance the efficiency of their administration.
The Government, the Chamber of Commerce and Industry, and leading business associations were also instructed to put forward proposals that would enable representatives of employer associations from specific industries to take part in assessing the consequences of decisions to reorganise or liquidate federal state-run higher educational institutions offering engineering degrees in the professional fields of the associations.
