Instructions to the Government of the Russian Federation jointly with the State Duma concern, in part, the need to improve the guarantees of implementing the rights and freedoms of disabled and partially disabled citizens; increase monthly payments to citizens on leave to care for a child from 18 months to three years of age; provide social infrastructure for areas zoned for housing construction and determine the sources of funding for this infrastructure; ensure technological independence and security for the critical information infrastructure by using mostly domestic software; and remove violations of the law in the payment of salaries, including separate categories of state-paid employees.
The Ministry of Agriculture was instructed to submit proposals on supporting regional brands of processed food.
Instructions for the Ministry of Healthcare concern remuneration for the medical personnel at medical institutions that provide first aid, as well as some aspects of the use of narcotic and psychotropic substances to alleviate acute or chronic pain syndromes.
Separate instructions were given to the Finance Ministry jointly with the Bank of Russia, Federal Antimonopoly Service, Defence Ministry and the Ministry of Culture.
In cooperation with the Investigative Committee, the Ministry of the Interior and the Federal Security Service, the Prosecutor- General’s Office was instructed to analyse law enforcement practice on criminal cases involving the illegal trafficking of drugs and psychotropic substances and, based on their competence, to take measures aimed at enhancing the efficiency of control over the legality of decisions made by law enforcement bodies engaged in investigative activities, pretrial and preliminary investigations on cases in this category.
Instructions for the Prosecutor-General’s Office jointly with the Supreme Court concerns law enforcement practice in choosing pretrial detention as the level of restriction as regards persons suspected of crimes in entrepreneurship.
The Presidential Executive Office, jointly with the Supreme Court, the Prosecutor-General’s Office and the Investigative Committee was instructed to draft and submit proposals on specifying legislation of the Russian Federation on organised crime with a view to excluding the application of these norms to economic crimes.
The Ministry of the Interior was instructed to analyse law enforcement practice applicable to the simplified procedures for granting Russian Federation citizenship and, if necessary, to submit proposals on granting additional preferences to citizens of Ukraine that want to acquire Russian citizenship.
The heads of the supreme executive government bodies of the regions of the Russian Federation were advised to ensure consistent supplies of water of proper quality to residences, including the use of water reclamation technology developed by the Moscow Institute of Thermal Engineering; to take measures to provide housing for healthcare workers and to allocate funds for these purposes in regional budgets; to ensure the timely purchase of medical preparations for benefit-entitled citizens and the prompt transfer of information on the purchased medicines and related items to medical and pharmaceutical institutions.
