The Federal Law is aimed at countering propaganda of narcotic drugs and psychotropic substances, their analogues and precursors, as well as plants containing narcotic drugs or psychotropic substances or their precursors.
The Code of Administrative Offences of the Russian Federation is being amended to introduce administrative liability for the distribution of works of literature and art containing references to illegal actions with drugs, in violation of the requirement to label such works established by the Federal Law On Narcotic Drugs and Psychotropic Substances.
At the same time, new administrative penalties have been added to the previously established sanctions for propaganda of drugs, that is, the dissemination of information and (or) materials prohibited under the Federal Law On Narcotic Drugs and Psychotropic Substances, including confiscation of products that were the subject of an administrative offence, as well as disqualification of officials subjected to administrative liability.
