Sergei Menyailo briefed the President on the socioeconomic development of the region, expressed gratitude for the extension of the rehabilitation programme until 2030 and reported on the implementation of the economic model approved by the Government. The Head of the Republic noted that GRP totalled 216 billion rubles, marking an increase of 18 billion rubles compared to 2021. Currently, the republic is home to the largest apple orchard in southern Russia, spanning 1,500 hectares. Last year, pears were planted for the first time, and aquaculture is also being developed. An investor has launched the design and construction works for the second stage of the international airport in Vladikavkaz. Additionally, the Mamison ski centre is growing, with construction works in full swing and the installation of ski lifts underway.

The discussion also touched on additional gasification, which has reached 97 percent completion, in particular, Gazprom is actively involved and is laying 15 kilometres of gas pipeline in the Mamison area, instead of the initially planned three kilometres. As a result, villages that were previously without gas are now being connected to the gas distribution network.

Furthermore, the Head of North Ossetia reported on the implementation of the President’s instruction of 2021 concerning water supply in the republic. A pilot programme has been launched to consolidate the entire water supply system. To date, over 600 kilometres of water mains have been installed. This pilot programme is being funded by the National Welfare Fund and the Housing and Utilities Reform Fund.

Sergei Menyailo also reported that as part of the socioeconomic development programme for the city of Beslan, approved by the Government, and in accordance with the President’s instructions, 49 measures worth a total of eight billion rubles are being implemented, with all issues set to be resolved this year.

Separately, Sergei Menyailo discussed measures to support participants in the special military operation and their families. More than 1.5 billion rubles of extra-budgetary funds have been allocated for this purpose. All issues have been coordinated and resolved with the Ministry of Defence. Social passports have been issued for all family members of servicemen or participants in the special military operation, with priority given to families of the servicemen killed, followed by families of the critically wounded or injured. Currently, such passports are being issued to all families of participants in the special military operation. Representatives from the Defenders of the Fatherland Foundation and the Ministry of Labour and Social Protection make weekly visits and calls to these families. Over 1,500 tonnes of goods have been dispatched to the corps, the armed forces, and directly to the units assigned to the republic.

Sergei Menyailo also spoke about the work in the Chernigov district of the Zaporozhye Region that the republic supports. The programme is designed for three years. Repairs are being carried out there on social facilities, and work is underway to restore the water supply, as well as a church, as requested by the district authorities.

Vladimir Putin noted that the number of road accidents in the region was higher than the national average, which was due not only to the road conditions, but also to traffic organisation and discipline on the roads. Sergei Menyailo said that a transport reform was currently being implemented, and a centre for traffic organisation and management had been opened. The Ministry of Transport was engaged in resolving the problem related to the fact that transit traffic of heavy trucks, the summer influx of passenger transport going through Georgia and the republic’s own traffic all use public roads. Today, three intercepting parking lots for heavy trucks have been created, and an electronic queue has been introduced; vehicles are automatically registered as soon as they cross the border.

The capacity of the Verkhny Lars checkpoint on the Georgian border is a maximum of 700–750 vehicles. The Safe City examination was carried out, and technical means for traffic control and monitoring traffic violations are now being installed. Motor vehicles are also being purchased. Interregional routes have been developed. Additional 60 buses will be received for inter-city routes this year. The next stage involves intracity routes.

Vladimir Putin also pointed out that there is a shortage of places in kindergartens. Sergei Menyailo explained that the President had set this task at the last meeting, and at the moment, there was no queue. However, the childcare facilities are overcrowded, so new kindergartens are being built and existing ones are being renovated. As for the workload of schools, currently only four percent of schoolchildren study in the second shift, mainly in schools located in the capital. A school for 1,200 students and two schools for 550 students are being built. This problem will also be resolved.
