The Government of the Russian Federation has been instructed to develop and submit to the State Duma a draft federal law that provides for the harmonisation of legislation related to physical culture and sport and education legislation.
The Government has also been instructed to develop and to submit to the State Duma a draft federal law that provides for the doubling of the size of target allocations from gambling games paid by their organisers in bookmaking facilities, as well as the improvement of the process of making these allocations, their use to finance events to develop sport, and the targeted use of such allocations, as well as providing state control over the paying of these allocations and their targeted use.
In addition, the Government has been instructed to revise and approve the strategy for the development of physical culture and sport in Russia until 2030 and the plan for its realisation with regard to the comments made by the Presidential Council for the Development of Physical Culture and Sport.
These events, in particular, relate to creating conditions for the intensive development of mass sports, including for family sports; creating sport infrastructure facilities at places of study, work, residence and recreation; creating conditions for disabled people to engage in physical culture and sport (including disabled children), as well as for the training of Russian Paralympic teams; creating an integrated automated information system that contains information necessary to account for people who engage in physical fitness and sport on a regular basis by October 30, 2021; implementing measures aimed at providing Russian athletes’ leading positions on the global sport arena, as well as the inclusion of the Russian Olympic team in the top-three teams in the unofficial team scoring following their performance at the Olympics, plus providing resources for the strategy for the development of physical culture and sport in Russia until 2030.
Instructions for the Government also relate to the training and status of coaches and other experts in physical culture and sport; the development of research in innovative sports technologies; providing Russian national teams with all kinds of medical assistance; organising and hosting the SportAccord World Sport and Business Summit and holding the 32nd World Summer Universiade in Yekaterinburg in 2023.
The Presidential Executive Office and the Government have been instructed to prepare for and hold a meeting of the Presidential Council for the Development of Physical Culture and Sport devoted to the development of children’s, youth and student sport.
