The amendments made to the Federal Law On Technical Regulation are aimed at accelerating integration processes to bring the legislation of the Customs Union member states within the framework of EurAsEC closer in line with the legislation of the European Union with regard to accreditation, assessment (certification) of conformity, lowering technical barriers and establishing procedures for releasing for circulation of products manufactured for the first time, when such products are subject to mandatory conformity assessment.
The law determines the procedures for developing, adopting, cancelling and enacting technical regulations and documents pertaining to standardisation, as well as amending the same; it also simplifies the procedures for assessing the compliance of said products and processes with the established requirements.
In order to create the conditions for international recognition of Russia’s accreditation system, the law details the norms for accrediting certification bodies and testing laboratories, and establishes the powers of Russia’s national accreditation body.
