The Government has been instructed to prepare the draft 2016 federal budget based on the following financial commitments:
Fulfilment of all social obligations, including accelerated transition to provision of targeted social support;
Full financing for priority tasks in healthcare, education and science;
Implementation of import replacement programmes in industry and agriculture, including through allocation of subsidies to the Russian Technology Development Fund;
Support for exports, including through subsidised interest rates for export credits;
Implementation of measures to remove infrastructure bottlenecks, especially in the transport and energy sectors;
Implementation of projects carried out as part of the National Technology Initiative and development of a modern system of professional standards.
The Government has also been instructed to present proposals on additional revenue sources for the federal budget, in particular, export companies’ windfall earnings received as a result of the ruble’s devaluation, and better collection of excise duties on alcohol through more effective measures to prevent illegal production and trade of alcohol.
