The Government has been instructed to make legislative amendments concerning, in particular, procedures for inspections and monitoring of small and medium-sized businesses, compulsory identification of those filing complaints for examination by supervisory bodies, including documents sent in electronic form, and increasing the amount of losses considered grounds for categorising crimes falling under article 159 of the Criminal Code as crimes committed on a large or especially large scale.
The Government and the Central Bank have been instructed to include in the system for evaluating performance of credit organisations that are directly or indirectly under the control of the state or the Central Bank, a key indicator showing the dynamic for loans to small and medium-sized businesses.
Other instructions were given to the Government together with the regional executive authorities.
The Economic Development Ministry and the regional executive authorities, together with joint-stock company Russian Export Centre, have been instructed to develop a support mechanism for goods produced by small and medium-sized businesses.
