The Presidential Executive Office, jointly with the Presidential Council for Culture and Art, is instructed to ensure the development of the draft Principles of State Culture Policy.
The Government of the Russian Federation is instructed to prepare proposals on further improving the state system for supporting film production, distribution and screening, and maintaining Russia’s cinematic heritage.
The instructions to the Government also address improving state educational standards in Russian language and literature, as well as Russian language and literature teaching methods, educational programmes in the arts, and state support for the Russian translation and publication of literary works written in the languages of the peoples of the Russian Federation.
The Government, jointly with regional executive authorities in the Far Eastern Federal District, is instructed to monitor the state of cultural heritage sites and cultural institutions in territories affected by the autumn floods, to take measures to ensure these sites are preserved and to support the working capacity of cultural institutions.
The Culture Ministry, jointly with the Communications and Mass Media Ministry, is instructed to develop a set of measures to create digital copies of archived film and photo documents pertaining to Russia’s history and culture, and to use them as a foundation to build a national Internet portal aimed at promoting the Russian Federation’s historical and cultural heritage.
The Culture Ministry, jointly with the Foreign Ministry, is instructed to look into the possibility of the Russian Federation acquiring the archive of Sergei Rachmaninoff and the Senar estate in Switzerland, which belong to the descendants of the composer’s grandson, Alexandre Rachmaninoff. Instructions were also issued to discuss with the authorities of the Swiss Confederation and the Canton of Lucerne the possibility of giving Senar the status of a cultural heritage site.
