Mr Putin and Mr Khloponin discussed Government measures to implement a law the State Duma has adopted to tighten responsibility for and control over the preservation of forests, in particular national parks, nature reserves and specially protected areas.
Mr Khloponin pointed out that forest losses had been outpacing forest restoration since 2008. Forest losses include tree felling, fires and the loss of trees to diseases and pests.
The Government is preparing a roadmap on practical priority measures such as making forest users responsible for forest restoration, introducing qualification forest restoration requirements and other measures.
Mr Khloponin said that by next year the Government would adopt and submit a roadmap and a national plan in this area.
