According to the Executive Order, a large family in the Russian Federation is defined as a family with three or more children. This status is established for an indefinite period of time. Social support is provided to large families until the eldest child reaches the age of 18 or 23, in case of full-time enrolment.
In accordance with Russian legislation, large families are entitled to state benefits and payments upon the birth of children to help with their upbringing. There are also support measures in the field of labour relations, early access to an old-age insurance pension for women who have given birth to and raised three or more children. Parents raising multiple children are offered vocational education and further vocational education to ensure quality employment. Large families also have the right to free visits to museums, cultural and recreational parks, and exhibitions throughout the Russian Federation regardless of their place of residence, subject to the procedure and conditions defined in each region.
The Executive Order provides for the creation in Russia of a database on large families, monitoring their social and economic situation and implementing social support measures for such families by constituent entities of the Russian Federation.
Corresponding instructions have been issued to the Government of the Russian Federation and heads of regions.
