Presidential instructions on promoting competition and enterprise

Dmitry Medvedev approved a list of instructions issued following an April 10 meeting of the working group to draft proposals for developing the Open Government system in Russia, on promoting competition and enterprise.

Instructions to the Government concern, in particular, acquisitions of private assets by state corporations and economic entities, more than 50 percent of the shares in which are held by the state; accelerated transformation of state (municipal) unitary companies into economic entities or state companies; public discussion of the expediency of funding investment projects from the budgets; amending accounting and reporting requirements; some aspects of state registration of legal entities and individual entrepreneurs, and the establishment of a Council on Competition under the Federal Anti-Monopoly Service.

It has been recommended to the Higher Arbitration Court and Supreme Court to draft proposals on obligating judges to report any contacts with individuals trying to influence them unlawfully, or any other interference in the courts’ activities that could interfere with the course of justice, propose effective measures against judges for failing to report such information, and make it obligatory to publish such information.

The Justice Ministry and Economic Development Ministry have been instructed to examine the need for improvements to laws concerning economic crimes.

The Government and Prosecutor General’s Office have been instructed to submit proposals for establishing as an independent institution an ombudsman for entrepreneurs’ rights, and also for granting the relevant powers to the a prosecutor directly subordinated to the Prosecutor General.

The Government has received instructions relating to placement and execution of state defence procurement orders.

Some instructions have been issued to the Ministry of Communications and Mass Media, the Ministry of Economic Development, the Presidential Executive Office, and the Federal Anti-Monopoly Service.
