Instructions following the meeting of the Council for Civil Society and Human Rights

The President signed a list of instructions following the meeting of the Council for Civil Society and Human Rights held on September 4, 2013.

Vladimir Putin instructed the Presidential Executive Office and the Council for Civil Society and Human Rights to prepare a draft Federal Law On the Principles of Public Oversight in the Russian Federation for submission to the State Duma.

Instructions to the Government concern university entrance scholarships for applicants who have completed compulsory military service; public oversight of human rights in penal institutions; material support for Great Patriotic War (1941–1945) veterans living abroad; establishing national awards in the fields of human rights and charitable activities.

The Foreign Ministry is instructed to provide diplomatic support for Russian citizens Dzhavid Babayev and Tariel Sarkarov detained in Azerbaijan.

The Defence Ministry is tasked with investigating how to honour the memory of the heroes involved in the uprising in the Sobibor Nazi extermination camp (active in 1942–1943 in Poland).

The Presidential Council for Civil Society and Human Rights is instructed to submit proposals on the amnesty marking the 20th anniversary of the Russian Constitution.

Other instructions to the Council deal with, in particular, enhancing its role and that of civil society institutions in efforts to improve Russian legislation on the judicial system; social support for orphans and children without parental care; improving the legislation on registering citizens of the Russian Federation; and improving the procedure for processing communications from citizens.

The Council is also instructed to consider the issue of an international investment forum in the field of philanthropy. This will attract funding from international charities for the implementation of projects by Russia’s social non-profit organisations.

The Supreme Court of the Russian Federation is encouraged to review and discuss current judicial practice in cases of granting parole.
