Born February 1, 1959, in the city of Tomsk.
Graduated from Tomsk State University named after V. Kuibyshev in 1981 and in1988 completed his postgraduate studies of the law faculty at Lomonosov Moscow State University.
His working career began in 1981. He worked as engineer, junior research scientist, assistant and assistant professor at Tomsk State University.
In 1992–1996 he was head of the section of the state law, deputy head of the Presidential State-Legal Directorate.
In 1996–2002 worked as deputy head of the department for legal issues of nation-building and public law at the Main State-Legal Directorate of the Russian Federation President, deputy head of the Main State-Legal Directorate of the Russian Federation President.
In 2002–2004 served as plenipotentiary representative of the Russian Federation Government in the Federation Council of the Federal Assembly of the Russian Federation.
In 2004–2009 he was Head of Legal Department of the Russian Federation Government.
From February 12, 2009, serves as Plenipotentiary Representative of the Russian Federation President in the State Duma of the Federal Assembly of the Russian Federation.
Awarded the Order of Friendship and other state awards. Distinguished lawyer of the Russian Federation.
