- Born February 1, 1959, in the city of Tomsk.
- Graduated from Tomsk State University named after V. Kuibyshev in 1981 and in1988 completed his postgraduate studies of the law faculty at Lomonosov Moscow State University.
- His working career began in 1981. He worked as engineer, junior research scientist, assistant and assistant professor at Tomsk State University.
- In 1992–1996 he was head of the section of the state law, deputy head of the Presidential State-Legal Directorate.
- In 1996–2002 worked as deputy head of the department for legal issues of nation-building and public law at the Main State-Legal Directorate of the Russian Federation President, deputy head of the Main State-Legal Directorate of the Russian Federation President.
- In 2002–2004 served as plenipotentiary representative of the Russian Federation Government in the Federation Council of the Federal Assembly of the Russian Federation.
- In 2004–2009 he was Head of Legal Department of the Russian Federation Government.
- From February 12, 2009, serves as Plenipotentiary Representative of the Russian Federation President in the State Duma of the Federal Assembly of the Russian Federation.
- Awarded the Order of Friendship and other state awards. Distinguished lawyer of the Russian Federation.
