Born on August 31, 1955 in Dresden, Germany.
1977: graduated from Ivanovo Energy Institute.
1977–1992: worked at various industrial enterprises in Ivanovo Region.
1981–1983: served in the Soviet Army.
1992–1998: filled the offices of a specialist and division head in the Ivanovo city administration.
1998–2000: worked as director and coordinator of the Union of Industrialists and Entrepreneurs in Ivanovo Region.
2000–2002: chief federal inspector for Ivanovo Region in the office of the Presidential Plenipotentiary Envoy of the Russian Federation to the Central Federal District.
2002–2005: Aide to the Chief of Staff of the Presidential Executive Office of the Russian Federation.
2005–2006: Vice-President and Board of Directors member in Transneft Open Joint Stock Company.
2006–2011: head of department, deputy interior minister of the Russian Federation.
2011–2012: Chairman of the Board of Directors of the Scientific Industrial Corporation Uralvagonzavod (Open Joint-Stock Company).
May 2012-present: Aide to the President of the Russian Federation.
Mr Shkolov is Class I Active State Advisor of the Russian Federation.
Married, with two children.
