Moscow, Russia - Born in Ufa on June 23, 1968.
- In 1990, graduated from K. A. Timiryazev Agricultural Academy in Moscow, from Moscow State Mining University in 2001, and from the Presidential Russian Civil Service Academy in 2003. Mr Kobyakov holds a Candidate of Science degree in biology, a doctorate in economics, and is a professor.
- Mr Kobyakov began his career in 1985 as a worker at Bashkortostan Geological Expedition to Mineral Deposits.
- 1994–1996 – Russian Independent Trade Union of Coal Industry Workers.
- 1996–1999 – Assistant to a State Duma deputy.
- 1992–2003 – Deputy Governor of Kemerovo Region.
- 2003–2005 – Deputy General Director of Yuzhbassugol United Coal Company.
- 2005–2012 – held various posts in the Presidential Executive Office from chief adviser to deputy head of the Presidential Foreign Policy Directorate.
- 2012–2014 – Head of the Presidential Secretariat.
- From April 2014 – Adviser to the President.
- Mr Kobyakov holds the civil service rank of 1st class state adviser.
- Married, with son and daughter.
