Born on June 21, 1952 in Michurinsk, Tambov Region.
Graduated from the Kharkov Higher Tank Command School in 1973, completed studies at the Military Armoured Forces Academy in 1983 and the Military Academy of the General Staff of the Russian Federation Armed Forces in 1995.
1973–1980: served in the Kiev Military District as a platoon commander, company commander, chief of staff and deputy battalion commander, and battalion commander.
1980–1983: a student at the Military Armoured Forces Academy.
1983–1993: served in command positions in the Group of Soviet Forces in Germany and in the Turkmenistan Military District.
1993–1995: a student at the Military Academy of the General Staff of the Russian Federation Armed Forces.
1995–1996: an instructor at the Military Academy of the General Staff of the Russian Federation Armed Forces.
1996–2000: held senior positions in the Ground Forces of the Russian Armed Forces.
2000–2004: held senior positions in the interior troops of Russia’s Ministry of the Interior.
2004–2009: head of the interior troops of Russia’s Ministry of the Interior.
2009–2013: Deputy Minister of the Interior of the Russian Federation and Commander-in-Chief of the interior troops of Russia’s Ministry of the Interior.
2013–2014: First Deputy Minister of the Interior of the Russian Federation and Commander-in-Chief of the interior troops of Russia’s Ministry of the Interior.
Since May 12, 2014: Presidential Plenipotentiary Envoy to the Siberian Federal District.
Awarded the Order for Services to the Fatherland III degree, the Order for Military Merit, the Order of Honour, and the Order for Service to the Motherland in the Armed Forces of the USSR III degree.
Married, with one son.
